Question paper leak infuriates student bodies

Amid the controversy arising out of leakage of question paper of social science subject of the on going High School Leaving Certificate Examination (HSLCE) conducted by Board of Secondary Education (BSEM), the question for physics subject of the on-going Higher Secondary Examination (HSE) conducted by the Council of Higher Secondary Education (CoHSEM) scheduled on Monday, was uploaded on social media platforms few moments before the exammation.
In a press meet held at DESAM's Kwakeithel office on Monday, DESAM secretary general Nongthombam Thoithoiba said that Cyber Crime PS had arrested the AOC of an exam centre along with the vice principal of a school to investigate the question leak of HSLC social science paper.
During such a serious situation, the question for physics paper of HSE, which was held on Monday, were uploaded on social media few minutes prior to the exam.
He informed that as per the time table, the examination was to begin at 10am.However, the question for the physics paper was uploaded on the WhatsApp group, "Class 12 COHSEM, 2025", around 9.38 am.
The photo was then shared multiple times, as it was "Forwarded Many times" .
This indicates that someone had snapped a photo of the question paper much earlier and leaked beforehand, he remarked.
On top of this, volunteers of DESAM inspected three examination centres on Monday, during which many cheat sheets containing answers to the questions uploaded on social media, were seized from the exam centre at Nambol Higher Secondary School.
There is also evidence of answers to the leaked questions being prepared and shared around 9.38 am, he stated.
Questioning purpose of conducting the examinations when the question papers are being leaked every time, Thoithoiba urged students to appear the examination without using unfair means, and also urged parents to ensure the same.
He then urged officials of the exam centres to be extra cautious and prevent anyone from using unfair means.
He said that if such wrong acts continue, then Manipur would soon become a land of thieves, and as such, called upon all concerned to help bring about an honest society.
The DESAM general secretary further urged the Cyber Crime PS to arrest all the persons involved, while appealing to the departments concerned to take serious note of the matter and prevent it from happening in the future.
Students' Union Kangleipak (SUK) has also called for stringent punishment of those involved in the question leakage of Monday 's examination.
Speaking to newspersons at its office in Wangkhei on Monday, SUK general secretary Th Tarun Khuman highlighted the increase in question leaks of Class X & XII examinations conducted by BSEM & CoHSEM.
Despite arrests in such cases, the absence of punitive measures has emboldened unscrupulous elements.
Thus, there is need for strict and harsh punishment, he said and urged the Council to take necessary action in this regard.
Tarun continued that the student body would be closely monitoring increasing incidences of students using unfair means in the examination.
He then said that if the Council fails to take necessary action on the matter, then intense agitations would be launched.
Meanwhile, two persons arrested in connection with leakage of social science question paper have been remanded to judicial custody by the Court of Imphal East Chief Judicial Magistrate.
Both have been charged under the Manipur Prevention of Malpractices in High School Leaving Certificate and Higher Secondary Examination Act 2024, the IPC, and the Cyber Crime Act.
The Act stipulates that individuals involved in leaking question papers - whether in their possession, during transportation, printing, or evaluation - could face imprisonment ranging from five to ten years, along with substantial fines ranging from Rs 10 lakh to Rs 10 crore.
