JCILPS demands functional population panel

Commemorating the sacrifice made by Sapam Robinhood during the people's movement for implementation of Inner Line Permit System, Joint Committee on Inner Line Permit System (JCILPS) observed the 9th death anniversary of 'Lamjing Meira' Robinhood at Yelhoumeesinggi Ningsing Khubam atop Awa Ching on Monday.
After general salute to Robinhood by Indigenous Manipuri Martial Arts Academy (IMMAA), family mem bers, civil society organisations, women organisations, student bodies and people offered floral tribute at his memorial site.
Addressing the gathering, JCILPS convenor Thiyam Saratchandra pointed out that ILPS is being implemented in the state due to the people's intense movement for over three-four decades.
According to Section (S) of Bengal Eastern Frontier Regulation Act, the state cabinet has the right to frame regulation and guidelines for ILP and subsequently the state cabinet framed the guidelines.
However, the government's disposition to appease some communities has rendered the guidelines ineffective, the convenor claimed while reminding that the popular demand was for making 1951 the base year whereas the cabinet set 1961 as the cut-off year.
Expressing that action of the government will decide whether or not the indigenous communities could be protected under ILPS, Saratchandra also contended that the Population Commission constituted by the government is not comprehensive and suggested appointment of experts and requisite staff to enhance efficiency of the commission along with proposing that the state government seek approval of the central government for updating NRC in the State.
Asserting that the central government can end the on-going conflict in the state with the right approach and conduct, Saratchandra accused the government of Manipur of dancing to the tune of New Delhi, and advised the state government to work as per the general sentiment of the people to avert possible intense movement against it .
