House passes seven demands ; Proposal sent to procure lie detector : Dy CM

Imphal, February 26 2016 : The State Assembly today passed seven demands pertaining to Police Department, Vigilance Department, Fire Protection and Control, Jail, Home Guards, Rehabilitation and State Academy of Training and the total money amounted to Rs 1215,81,23,000. Taking part in discussing the demands, MLA L Ibomcha raised motion for token cut on the charge that the Police Department was unable to procure polygraph machine (lie detector) and give compensation to the vic- tims and their families of the March 11, 2015 Khwairamband bomb blast.

He also raised a motion for disapproval of policy cut on the ground that the State Government was unable to establish any more Home Guard Department.

Saying that the Govern- ment has failed to strengthen Manipur Police in the hill districts, recruitment process for male police Constables could not be completed, va- cant posts have not been filled up, prompt actions could not be initiated in curb- ing criminal activities, MLAs Dr I Ibohalbi, Kh Joykishan, Th Shyamkumar and Th Bishwajit raised another mo- tion for disapproval of policy cut.

In response, Deputy Chief Minister and Home Minister Gaikhangam stated that a pro- posal has been sent to the Ministry of Home Affairs for procuring lie detector under the police modernization pro- gramme.

Compensation for the Khwairamband bomb blast victims of March 11, 2015 was already sanctioned.

But there arose a need for re-vali- dation.

The re-validation process would be completed soon and the compensation would be paid without any further delay, Gaikhangam informed the House.

Although the State Gov- ernment is still unable to station adequate strength of police personnel in interior areas of hill districts, efforts are on to station at least 70 to 80 police personnel at each place.

The existing strength of Home Guards is 2191 and it is manageable.

There is no need to raise the strength of Home Guards as of now.

Army and Assam Rifles have been assisting the civil administration in interior ar- eas of hill districts.

But their assistance is not always satisfactory as law and order is a State subject.

As such, the Government has been work- ing to enhance the strength of State police.

As there are a large number of unemployed youth in the State, around 39000 applied during the last police recruitment.

Following several complaints and registration of a case at Court, an enquiry is going on.

Necessary actions would be initiated based on the enquiry report.

Gaikhangam then appealed to all SoO signatories to abide by the ground rules and hope for an amicable solution through dialogues.

Assuring that the rehabilitation work would be taken up to the mark, the Deputy Chief Minister claimed that the State Government has been urging the Government to work out a solution.

Responding to a query raised by MLA N Biren regarding the ban imposed by NSF upon movement of vehicles belong- ing to Meiteis/Manipuris in Naga areas, Gaikhangam confided that sometimes they had to keep their hands tight as speaking out the 'truth' and taking befitting actions may bring total anarchy in the State.

Later the motions for token cut and disapproval of policy cut were withdrawn and all the seven demands were passed.
