Cabinet okays State Dialysis Centre

Imphal, September 23 2026: The State Cabinet has given its consent to the establishment of a 70-bedded Manipur State Dialysis Centre and also to provide compensation for the huge loss incurred during the landslide at Maranching in Tamenglong district in 2022 .

With Chief Minister Yumnam Khemchand in the chair, the Cabinet held a meeting at the Manipur Secretariat, Mantripukhri today.

Briefing media persons after the Cabinet meeting, Government spokesman Dr Sapam Ranjan said that the State Cabinet has agreed to convert the unused State TB Hospital at Keirao Wang-khem, Imphal East into a 70-bedded dedicated dialysis hospital.

The hospital will be called Manipur State Dialysis Centre and it will run under JNIMS .

Beneficiaries of PMJAY and CMHT will be treated free of cost at the hospital, Dr Ranjan said.

A patient with kidney failure usually needs dialysis two or three times a week for the rest of their life.

Manipur has few Government dialysis facilities, so most patients have to go to private hospitals which entails high bills, long waits and a lot of travel.

The Cabinet decision to set up a dialysis centre will ease that burden, he said.

Dr Sapam Ranjan said that the dialysis centre will function as an extended campus of JNIMS so that patients get specialist supervision and ICU support from JNIMS when needed.

The State Cabinet has also approved strengthening the existing dialysis units in Government health facilities at district level as 30-bedded units.

Treatment for PMJAY and CMHT beneficiaries at these units will also be paid from scheme claims, he said.

The TB Hospital building will be renovated at an estimated cost of Rs 2.11 crore. The work includes fire safety, medical gas, air-conditioning and bed-head systems.

Dialysis machines and other equipment will be bought through the State Health Society, NHM, Manipur, with Rs 10 crore approved in the NHM RoP 2026-27 .

The centre will be run by an operating partner under the supervision of JNIMS .

The partner will be chosen through an open and transparent process and paid from PMJAY and CMHT claims.

JNIMS will issue detailed operating procedures, and a separate budget line will cover any running costs that NHM does not, the Government spokesman said.

He said that expert teams from JNIMS, the Directorate of Health Services and the Health Department's Engineering Cell inspected the building in February and September 2026.They found the conversion both technically and clinically feasible.

The Cabinet meeting decided to adopt the Government of India's revised guidelines on Right of Way (RoW) compensation for transmission lines, with modifications to suit Manipur.

The new rates are higher than those Manipur has been followed since 2018, he said.

For externally funded projects and deposit works (such as World Bank or ADB-funded projects and works for Railways, CPSUs or private developers), landowners will get 200 per cent of the land value for land under a tower base and 30 per cent of the land value for land in the line corridor.

The project or funding agency will bear the cost, so the State exchequer is not burdened, according to the Cabinet decision adopted today.

As for State plan funded projects, landowners will get 100 per cent of the land value for tower base land and 30 per cent for corridor land, Dr Ranjan said.
