Kangpokpi SP asked to complete probe into killing of Aging

Manipur Human Rights Commission (MHRC) has directed Kangpokpi SP to advise IO of the case to complete investigation regarding the killing of Akoijam Nonganba alias Aging on February 11, 2023 at an early date.
An order issued by MHRC chairperson Justice UB Saha and member KK Singh informed that an instant complaint case was filed by one Akoijam Shantibala stating that her son Akoijam Nonganba alias Aging was killed by unknown militants on February 11, 2023 within the jurisdiction of Kangpokpi Police Station, for which FIR was lodged, but the police are not doing the investigation as required.
According to the complainant, Aging was killed by suspected members of NSCN-IM.
After receiving the complaint petition, the commission issued notice on April 18, 2024 to the Commissioner (Home), and DGP, Manipur.
Subsequently, the SP Prosecution submitted status report on behalf of the DGP.
Special PP K Brojen Singh, mentioned that "an SIT headed by Addl SP (L/O)/KPI was formed.
During investigation, crime scene inspection was conducted by Mobile Forensic Team, several CCTV footages leading to the crime scene and material witnesses examined, Post Mortem (PM) examination of deceased conducted.
The SIT team conducted several raids, two prime accused were arrested and interrogated thoroughly with Non Bailable Warrant (NBW) issued by the court concerned against an absconding accused.
Investigation continues to arrest the absconding accused and to identify other associates" .
In view of the above, the commission directed the SP Kangpokpi who shall ask the IO of the case (Special Investigation Team) headed by the additional SP (L/O) KPI to complete the investigation at an early date and also to book the person.
According to the investigating authority, the accused person is absconding, they conveyed.
In view of the provision of the protection of Human Right Act, 1993, the complainant is to approach before the Commission within one year from the date of alleged offences.
However, the commission is not disposing the matter on this ground, as the investigation done by the SP Prosecution is satisfied.
"We are closing the matter with a liberty to approach the authority of NIA, if so advised", the order added.
