Imphal, October 09 2009: Manipur Human Rights Commission today rejected government proposal to end up the inquiry conducted by the commission and close the case taken up and issued warrant of arrest to the Senior SP, Imphal West, OC, Imphal West Police Commandos.

The commission also served explanation call to the deputy secretary of the commission Y Rameshchandra who did not delivered the warrant of arrest orders issued earlier to three police officers of Imphal west district.

With the commission decided to go on with the independent inquiry into the July 23 shooting incident, it has issued warrant of arrest to the Senior SP and OC of the Imphal West and produce them before the commission on October 21, commission member RK Rajendra said to media persons today in the presence of NGg Nongyai, another member of the commission today.

Both the intimation from under secretary (home) to suspend the inquiry into July 23 shooting incident and application from commissioner (home) urging to close the case taken up by the commission as there is no ground to end up the inquiry, the member said.

The home department comment on not covering the whole incident of that day by the inquiry of the right commission is a wrong one, the case taken up in response to the complaint lodged by husband of deceased Rabina and wife of the injure Mangol Golmei covered the death of Ch Sanjit, Rajendra revealed.

During an examination to the non-appearance of the Senior SP, Imphal West and CO, Imphal West Police Commandos today even though the commission issued warrant of arrest against them with a directive to the DGP to ensure production of them before the commission, the member said that when they investigated commission found not dispatching the order by the deputy secretary of the commission.

DGP not acted to the directive because of not receiving the order of warrant of arrest to the officer which the deputy secretary is to dispatch.

Action will be taken up against the deputy secretary Y Rameshchandra.

Commission has served explanation call to the deputy secretary, Rajendra said.

The commission will also issue notices to the City Police OC, Y Munal, SI, Dilipkumar, ASI, Brojendro and SI Naresh to appear before the commission on October 19 .

The commission will also issue summons to the death victims and injure victims of the incident on October 22, Rajendra added.

In the meantime, convener of the JAC form on the killing of Ch Sanjit, Th Anita today lodged a complaint with the MHRC with regard to the killing of Sanjit.

Proceeding to the complaint will be taken up at the earliest, Rajendra informed the media persons.

Regarding the lately lodging of the complaint, Anita stated that it was due to police after the members of the JAC particularly the convener.

In the complaint, Anita stated that they have no faith with One-Man Commission of Inquiry instituted by the government.

JAC had demanded judicial enquiry before the exposure of the incident as fake encounter by Tehelka with photographs.

Rajendra further said that the commission has also decided to consult with the National Human Rights Commission with regard to the matter arising out after state home department asked them to close the case and wind up the inquiry.

Ng Nongyai who also present in the media briefing said the statements of the MLAs with regard to the incident on Gandhi Jayanti observance day was liar ones.

As a member of the right body, he never used the words which they claimed used by him.

Commission is looking into the matter on what action can be taken up against the two MLAs, he further informed.
