Recruitment process will continue after appointing MPSC chairman: CM Ibobi

Chief Minister O Ibobi on Friday told the House his Government was making efforts to appoint chairman of Manipur Public Service Commission (MPSC) soon to continue recruitment process.
Participating in the discussion on the Governor's Address during the first day of the monsoon Session, the Chief Minister added that the delay in announcing the results of Manipur Education Service recruitment was due to lack of MPSC chairman and some pending court cases.
The Government is focusing on holding most of the recruitment and selection test through the MPSC.
Ibobi pointed out there are some Government schools including that of aided ones in the State which have failed to produce a single successful student in the recently held board exam.
The Chief Minister stated that the Education Department and Home Department have the largest number of staff as of now which demands huge amount of money in paying salary.
He referred to the indefinite economic blockade being imposed on the National Highways by All Tribal Students' Union, Manipur (ATSUM) and said the demands of the student body include service regularization of part time lecturers of higher Secondary Schools, which is a service matter.
Many of such teachers may want to pursue the same demand if the Government fulfills it, he said.
On the matter relating to setting up of ST Commission, he reiterated that the State Assembly has already taken a decision in this regard and assured that the Government will consider what can be actually done for it.
Ibobi added that the oil exploration plan in the State has been stalled after opposition from people in the hill area.
He observed that the volume of underground resources like oil available in the State could be reduced if neighbouring States take up drilling plans, which will be a great loss to Manipur.
Commenting on forest conservation plan, he stressed on the need for promoting jungles in the State, apart from developing water bodies in large scale.
Carving out hill areas is not a good policy, Ibobi said and cited that most of the Asian countries avoid such practice and they rather focus on preserving forest areas.
He said the neighbouring State Nagaland has completely stopped felling trees and highlighted the importance of saving the forest areas of the State with a concerted effort.
Concerning the PMGSY he stated that e-tender process for this work is often proposed at lower cost and so this system has direct relation to failure of quality maintenance.
MLAs Dr I Ibohalbi, Th Shyamkumar and Samuel Risom also took part in the discussion on the Governor's Address.
The motion for discussion on the Governor's Address was moved by MLA and Hill Area Committee Chairman Dr Chaltolien Amo and seconded by MLA Dr Ng Bijoy after which it was passed by the House.
