Imphal, July 10 2024:
Acting on a complaint filed regarding attacks carried out by Kuki-Zo militants on Meetei villagers, torching of houses and subsequent displacement in Jiribam district, Manipur Human Rights Commission (MHRC) has served notices to respondents including DGP and chief secretary of Manipur.
Hearing of the complaint filed jointly by Saikhom Kamala Kanta Singha of Silchar and Fanjowbam Lokenath Singha of Cachar in Assam with DGP Manipur and five others as the respondents was conducted by MHRC chairperson UB Saha and member KK Singh on Tuesday.
The complainants sought the Commission's intervention and advice to Manipur DGP Rajiv Singh and security advisor Kuldiep Singh for awarding compensation to the internally displaced people of Lamtaikhunou, LoUkoibung, Harinagar, Narayanpur, Bhutangkhal and Leishabithol Meetei villages of Jiribam district.
The complaint petition mentioned that Jiribam district police authorities sent a message to ADGP (Law & Order) on January 21, 2024 directing the DGP to deploy two companies of CAPF but respondent (No 1) DGP Rajiv Singh took no action on the same.
Regarding the complaint, the rights panel observed that no opinion could be given till receipt of the exact report from relevant authority.
However, it is found that more than 100 families fled their homes after Kuki-Zo militants attacked their houses as authorities concerned took no action on the report furnished by secretary to the chief minister.
Accordingly, the Commission directed the Manipur DGP, security advisor, chief secretary, commissioner (home), DC Jiribam and SP Jiribam to furnish relevant reports within July 11 .
