KAPECON demands NRC, identification of outsiders before census

Imphal, September 06 2026:
A public demonstration was held today at the community hall of Keishampat Leimajam Leikai, Imphal demanding that census be conducted in Manipur only after identification and removal of outsiders.
The demonstration was organised by Kanglei Peoples Confederation (KAPECON) .
Speaking at the meeting, KAPECON general secretary Keithellakpam London said both the Government of India and Government of Manipur should take up the work of identifying outsiders from Manipur.
He demanded that an NRC or a similar Act be enacted and the process of identifying outsiders be taken up.
He urged the Government of India not to breed outsiders in Manipur and to relocate those currently in Manipur to Delhi or elsewhere in India.
He said the unchecked influx of outsiders has severely impacted the economy, governance and ancestral land rights of the indigenous people of Manipur, asserting that outsiders should no longer be allowed to settle in the State.
