"Hold elections to Panchayats"

The recent Cabinet decision to hold elections to local bodies in September is expected to fall flat, said Ngaikhong Zilla Parishad Member Thokchom Bira today.
A decision to hold elections to ADCs, Panchayats and Municipal Councils in September was taken by the State Cabinet on June 14.However, no preparations have been made to hold the elections, he said, speaking to reporters at Toubul in Bishnupur.
The State Government has recently notified the formation of administrative committees.
However, such a body has a limited term of 6 months according to the Manipur Panchayati Raj Act, 1994, he said.
Withholding the elections to the local bodies including the Municipal Councils and Panchayats has negatively affected governance in grass root levels and the people, he said.
Asserting that the State Election Commission appears to be defunct, Bira said the Minister concerned and the Government must take up appropriate measures to hold the elections at the earliest.
The Government shouldn't take decisions it can't honour, he added.
