Confidence, dignity, livelihood: Homeland Academy gives youth a new beginning

Imphal, September 23 2026: The 9th Batch Professional Security Training Certificate and Appointment Letter Distribution Ceremony was held on Wednesday at Homeland Academy of Tactical Security & Fire Safety, Sanjeevani Complex, North AOC, Imphal, under the flagship initiative of 9 Sector Assam Rifles and IGAR (South).

The ceremony marked another milestone in equipping Manipur's youth with professional security skills and employment-linked opportunities.

The programme was graced by Dr Thangjam Dhabali Singh, Chairman and Managing Director, Babina Group of Companies, as chief guest and actress Bala Hijam, Brand Ambassador of Homeland Security, as guest of honour.

The function was presided over by Rajkumar Babloo Singh, Director, Homeland Security.

A total of 50 trainees successfully completed the training and were presented with certificates and appointment letters.

Significantly, 70 percent of them will leave Imphal on September 27 to take up employment in Kolkata and Tamil Nadu.

With the 9th batch, more than 750 youths of Manipur, including those from economically weaker sections and internally displaced persons (IDPs), have been trained and placed.

Homeland Security has maintained a 100 percent placement record till date.

The training covers physical preparedness, access control, surveillance, fire and safety awareness, emergency response, workplace conduct, communication skills and operational discipline, with emphasis on confidence, responsibility, dignity and self-reliance.

Addressing the trainees, Dr Dhabali encouraged young people to become skilled professionals and entrepreneurs, adding that guiding youth with skill training and livelihood will lead society to a better path.

Pointing out that only about 3 percent of youth get skill training in India compared to 78-83 percent in South Korea and around 70 percent in Japan, he said Manipur must increase its skilled workforce to create more entrepreneurs and job creators.

He advised trainees who are going outside the State for jobs to work with sincerity and discipline and to uphold the image of Manipur, so that more companies repose trust in youth from the State and more employment avenues open up.

Rajkumar Babloo Singh said, "Our mission is not simply to provide manpower, but to create trained, disciplined and accountable security professionals.

Every certificate represents a skill earned, and every appointment letter represents dignity, livelihood and a new beginning".

He expressed gratitude to 9 Sector Assam Rifles and IGAR (South) for supporting initiatives linking professional training with livelihood for Manipur's youth.
