Kakching, October 12 2011:
Under the sponsorship of ADC Chandel, All Tribal Chiefs and Public Grievances Forum (ATCPGF), Chandel district organized a one-day seminar cum consultation on the theme of 'Uphold tribal Constitutional rights' at H Kotlenphai community hall, Kotlenphai village today.
Organised under the banner of 'Land protection, protection of district boundary', the seminar was attended by Chairman of ADC Chandel Lukhosei Zou as Chief Guest; Advisor of ATCPGF, Chandel district Janglet Haokip as President and Vice President of ADC Chandel Lahring Anal as Guest of Honour.
Speaking as Chief Guest, Lhukhosei Zou observed that all of us living in Manipur are one and if one has to move to another district, it would still within Manipur and there cannot be two administrations in one place.
However, there are places which are enjoying the administrative benefit of Zilla Parishad despite falling under ADC.
This is against the norm, and so we have to understand our respective places and administrative jurisdiction, Lhukhosei said.
He maintained that organizing such a seminar is very timely in the light of the conflicting claims over the location of around 20 villages in between Chandel and Thoubal district.
In his address as Guest of Honour, Lahring Anal pointed out that in the present scenario where there is conflict over the district and police boundaries, it is imperative on the part of the village chiefs to understand the exact boundary and jurisdiction of their respective villages and how many households are there.
This would help in ensuring the rights of the tribal.
During the seminar, Advocate of Gauhati High Court, Imphal Bench Daniel Tangkhul spoke as resource person on the topic of 'Land rights of Manipur' .
The seminar was attended by Members of ADC Chandel, village chiefs and representatives of various village authorities under Chandel district.
