ATSUM for adherence to reservation rules

Imphal, March 02 2023: All Tribal Students' Union, Manipur (ATSUM) has submitted a memorandum to the chief minister on Thursday "requesting" him for strict adherence to the prescribed procedure regarding reservation of 31 percent for ST, 50 percent for general, 17 percent for OBC and 2 percent for SC in the newly 43 created posts of SDC/Junior MCS to be filled by candidates recommended by MPSC.

While appreciating the CM for creation of 43 additional posts of SDC for the efficient administration of the state and to accommodate more candidates recommended recently by the MPSC by giving more scope of employment to the youth of both the hills and the valley of the state, ATSUM "categorically highlighted" the procedure to be adhered to while giving appointment to the recommended candidates without giving rooms for choice and errors or complaints or litigation(s) subsequently.

The tribal student body said: "As per the offered letter (list) issued by the Department of Personnel & Administrative Reforms (Personnel Division), Government of Manipur vide notification no EXAM-1/2/2021-DP-DP dated February 22, 2022, for offering services to the posts of MCS/MPS/SDC/MSS/EO, 48 pre-notified seats of SDC/Junior MCS were offered with a reservation distribution of 25 for UR, 12 for ST, 02 for SC, 06 for OBC(M) and 03 for OBC(MP).

Unreserved category of SDC/Junior MCS was offered up to Sl No 56 of MPSC recommended merit list dated November 22, 2022".With the state cabinet meeting held on February 21 approving creation of an additional 43 posts of SDC to the pre-notified 48 posts to be recruited through Combined Civil Services Examination 2022, which was conducted after the MPSC examination 2016 was declared null and void, the total number of SDC posts increased to 91, ATSUM said.

Since the posts of SDC were further expanded, distribution of seats for unreserved and reserved categories needs to be readjusted and therefore additional 22 seats for UR, 13 seats for ST, 7 seats for OBC and so on are to be added subsequently, the tribal student body pointed out.

Thus, the unreserved seat should be expanded beyond Sl No 56 up till Sl No 78 of the MPSC recommended merit list, it asserted.

ATSUM also mentioned that candidates in Sl No 57 to Sl No 78 of the MPSC recommended merit list, who are offered to the posts of SDC under reserved category and MSS/EO under unreserved category, have to be adjusted to the unreserved category of SDC post considering the increase of the posts from 48 to 91 .

As such, after clubbing together of pre notified 48 posts and newly created 43 posts, merit list No 58 (PF Lorho); Sl No 59 (Shonjakhup Haokip); SL No 60 (Lianminthang Samte); Sl No 66 (Chinghempou Savio Daimei); and Sl No 74 (Teresh Tangpua) who were previously offered in ST category should be in 'undeserved merit list' as done in the case of Sl No 49 (L Lhunminlal Khongsai) and Sl No 55 (K Lunlenmoi Vaiphei).

Accordingly, 25 [12 (reservation of 48 posts) +13 (31 percent of newly created 43 posts)] seats of ST reservation for 91 (48 +43) SDC posts should be distributed after the exhaustion of 22 unreserved category seats, the student body stated.

As such, ATSUM "earnestly requested" the CM to "kindly" take follow-up actions on time on the above mentioned prayer so as to avoid procedural errors and legal complications in the appointment of the newly created 43 SDC/Junior MCS posts.
