Imphal, October 19 2009: Manipur Human Rights Commission today issue fresh summons to all police witnessed already summoned as pervious proceeding on October 9 last as they failed to appear again in the hearing with a case related with the July 23 Khwairamband Bazar shooting incident.

The decision of the commission to issued fresh summons was taken in its seating held today after a letter of the IGP (Human Rights) intimated the commission giving reasons for unable to appear the police personnel summon by the commission.

The IGP (HR) stated that the police personnel are in the position of unable to appear as they are fully committed in their duties in connection with the Manipur Police Raising Day which was held today.

The commission has also decided to summon three more police personnel whose names were mention in the intimation provided by the IGP (HR) furnished on September 23 last.

The police personnel to be summoned are inspector Devendra, Rifleman Ng Toyaima of Imphal police station and head constable Th Herojit of Imphal west police commando.

Mention may be made that MHRC has summoned eight police personnel to appear before the commission in person today under the power conferred to the commission under the section 13 of the Protection of Human Rights Act, 1993 .

The personnel were Y Munal, OC, Imphal PS, SI Dilipkumar of City PS, ASI Brojendro (whose address not known to the commission but summon through the City PS), SI Premjit of City PS, SI Arempu Kamson of City PS, Senior SP, L Kailun of Imphal west district, Additional SP Ak Jhalajit of Imphal west district and inspector Th Krishnatombi, OC, Commando, Imphal West.

The commission in its seating today conducted hearing on the MHRC case no.10 of 2009 which has been amalgamated with case no.12 of 2009 of the commission.

Advocate RK Nolini, S Sonia and M Anand appeared but all police witnessed earlier summoned by the MHRC absent.

The seating discussed on the case with reference to the IGP(HR) letter provided on September 23 last regarding FIR of the complainant Th Herojit, head constable of CDO, Imphal West and other information included in the letter.

In the letter it did not mention the names and particulars of the persons from whom so many weapons were seized.

The commission also could not know whether these weapons seized from the suspects or UGs or police personnels or left unattended by somebody.

Considering that the details information is most important required by the MHRC, the seating decided to ask police to furnish detailed information of the same on or before October 26 .

The commission also observed the brief not of the case mention in the police FIR is entirely different from the statements given by witnessed Thoudam Chandrakanta of Maimu Pharmacy and witness T Ranjit of Watch Repairing Shop and mother of late Ch Sanjit which was recorded by the commission during its course of investigation into the incident.

The commission also discussed on the complaint lodged by Ch Taratombi, mother of deceased Sanjit which stated that JAC members were threatened by head constable Th Herojit.

The decision on whether a case would be taken up as per complaint of the Taratombi will be considered after the hearing to the statement of the police witnesses.

As they were absent today, another chance will be given to them by issuing fresh summons, the proceeding of the commission stated.

The commission also decided to conduct the hearing on October 30 again in the rights commission office.
