Imphal, March 03 2015 :
Human Rights Defender (HRD) on Tuesday threatened to file a Public Interest Litigation (PIL) against the Manipur Transport Department's order to replace registration numbers of all vehicles with High Security Registration Plates (HSRPs) .
HSRP is now useless in the State since it will not help track stolen vehicle, HRD chairman Joy Chingakham told reporters at Manipur Press Club.
He said the number of vehicle theft cases is not falling in Manipur despite installation of HSRP on all types of motors.
HSRP needs a device that help track stolen vehicle, he said.
Joy alleged that police, VDF and traffic personnel are taking money from public for not using HSRP, which is unacceptable.
"The Transport Department's order to replace registration numbers of all vehicles with HSRPs should be cancelled," he demanded.
He said HRD will file a PIL in the High Court of Manipur against the order if the Transport Department fails to revoke it quickly.
