Imphal, September 29, 2009: The status report for RR works of Phayang village in Ukhrul district has rejected the claims of the Phayang village chief which appeared in sections of the media today and clarified the allegations made by the chief.

According to the status report for RR works, which has been prepared by the EE, Thoubal Project Division No 1, IFCD and made available to the press, Phayang is one of the six villages uprooted due to the construction of the Thoubal project.

Payment of rehabilitation grant, packages, compensation for buildings and land had been made during 1991-1995. Giving details of the account, the RR report said, the IFC department had received a number of representations regarding left out affected families as the survey conducted by the department comprised only 23.To redress the complains of the villagers/village chief, a committee was constituted on June 6, 1992 by the then CE of IFCD and the matter was discussed.

Accordingly, all the petitioners were asked to attend the office of SE/TC No 1, IFCD on July 13, 1992 by the then SE TC-I, IFCD.

The statements of the petitioners were taken in the presence of L Ngamjapao, chief of Maphou (K) village and Haopu, chief of Nongdam (K) village as witnesses.

The committee did not hold further meetings to finalise the issue as the statements were indecisive to establish the authenticity of their originality.

Status report said, the ousted families who were scattered at different places after the ethnic clash of May 27, 1993 settled at the nearby villages according to their convenience.

After a long spell, during 2005, LK Thang, the erstwhile chief of Phayang village applied for release of grant-in-aid for the construction of a church and a community hall as he has settled at Leishanbung villag under Henglep subdivision in Churachandpur district.

Grant-in-aid for the church and the community hall at Rs 50,000 each was issued to him vide cheque No C-848793 dated 24-12-05 by the then EE/TPD-I, it pointed out.

The report detailed that during January 2006, LK Thang had constructed a kutcha hut under CS dag No 3016 of village No 75 Moirangpurel to thwart the construction activities of the dam which was going on full swing.

The department referred the matter to the Imphal East DC to look into the matter.

The concerned department took action as per order issued by the Imphal East DC.

No other huts belonging to other families existed at that time even as the villager claimed to have resettled at that time along with the chief.

The Mapithel Dam Construction Area Committee requested the department to review the rehabilitation grant and to pay compensation to AL/Dak Chitha Holders of the project site as Louphong and Phayang village were rehabilitated under RR Plan 1990. The matter was resolved after enhancing relief assistance almost at par with the provisions of RR Plan 1998 and disbursing compensation for AL/Dak Chitha Holders during December 2007. Phayang village authority, Ukhrul district has submitted a representation claiming that the number of affected families of Phayang village should be 47 in lieu of 23 as recorded by the department and to extend relief assistance and other packages as entitled to the 23 families.

The report said that at no point of time the chief of Phayang did complain for the left out 24 families as reported by Phayaing authority except for 10 families whose cases became indecisive in the middle of 1992. The EE report said, relief assistance paid to 15 No of AL/Dag Chitha holders of Phayang village is Rs 13,99,700 for an area of 30.32 acres.

It said Rs 43.00 lakh was also paid for building at par with modified rehabilitation and resettlement plan.

It said that the total land acquired is 34.87 acres.

It further said that first preference is given to local person while employing in the two contracting agencies � M/s PCL and M/S APIL.
