HODs asked to submit DPRs by June 30

The Planning Department has intimated all Heads of Departments of the State Government to submit the project profile along with Detailed Project Report (DPR) of schemes which have been earmarked under different financial sources for the financial year 2013-14 by June 30 .
According to an official source, the Departments concerned should formulate the Detailed Project Reports of schemes that will be implemented in the financial year 2013-14 under the Special Plan Assistance (SPA), North Eastern Council (NEC), Non-Lapsable Central Pool of Resources (NLCPR), other additional Central schemes, 13th Finance Commission, Externally Aided Projects (EAP) and Negotiated Loans.
The source further mentioned that the Planning Department will forward all Detailed Project Reports from the Departments regarding the schemes to the Ministries concerned for approval and sanction of the earmarked fund.
However, no new DPR will be required for the ongoing projects.
It may be mentioned that the annual plan outlay of the State for the financial year 2013-14 has been fixed at Rs.3650 crores during a recent meeting between Deputy Chairman of Planning Commission Montek Singh Aluwalia and Chief Minister Okram Ibobi at New Delhi.
The sectoral and sub-sectoral allocation of the State has also been approved by the State Cabinet.
Further, the Head of Departments have been instructed to fulfill seven conditions in the formulation of project proposals, which include handing over the allocated fund to the implementing agencies, recovering the loan components by the departments concerned, equitable benefits from the schemes to the ST/SC population of the State and indication of fund flow for each and every district.
The officials have also been strictly instructed not to divert any fund allocated specifically for the schemes approved by the Planning Department, the source added.
