Chief Minister O Ibobi today assured the house of the state Assembly that appropriate action will be taken up if Assam Rifles personnel are found involving in the controversy arising out of abduction of Naorem Meghachandra of Singjamei Naorem Leikai in May this year even as opposition MLA, O Joy alleged Assam Rifles of killing people by raising gangs.
The controversial matter of production of Naorem Megha of Singjamei Naorem Leikai who was abducted by police commandos personnel from Khagempali, Imphal by Assam Rifles at Moreh was discussed in the state Assembly today after opposition MLA, O Joy of MPP raised the matter in the house.
O Joy said, some personnel of the Imphal east police commandos abducted Megha on May was not immediately known from the concern SP and OC but it came to light after Imphal west police commandos disclosed the matter.
If Imphal west police commandos happened to conceal the matter, Megha would have been victim of the "encounter" with alleged charge of being an underground cadre by the security forces.
It is general conception to feel doubt of having something fault once a man is picked up by the security men.
It such manner, people assumed that men killed by security men are guilty of doing something outlaw.
Following the production of Megha by the Assam Rifles even though he was abducted by police commandos coming into a Rakshak vehicle from Khagempali, Imphal showed that security forces in collusion with some gangs are engaging in killing people after abduction in the state.
Major Kartikang of 31 Assam Rifles posting at Moreh is the leader of the killer gangs.

Security forces in the state are killing people in "fake encounter" to get gallantry awards and taking the role of "Saklingba" has been indicated clearly, Joy alleged insisting the state government to prosecute major Kartrikang on the charge of "attempt to murder" and award befitting punishment.
O Joy also put down various questions whether without the knowledge of the concern SP of a district or OC of the police station, can security pick a man.
When Satish from Singjamei was abducted and killed by the security men, concern SP had not the knowledge.
Police commandos in Manipur are discharging duty without proper of the superior officers.
They have been sent out to do whatever they wanted.
If government do not taken up appropriate actions against the security personnel and police commandos in time, people faith with government will be reduced day by day, he observed.
Chief minister, O Ibobi, while giving reply to the discussion said that investigation into how a man abducted by police commandos from Khagempali, Imphal was produced by the Assam Rifles as apprehended from Moreh in Chandel district is in progress and if troops of Assam Rifles are found involved in the case, government will punish them as per law of the land.
He said, police taken up the case of abduction of Megha from Kagempali following a complaint lodged by his mother on May 7 and in connection with the case two personnel of the Imphal east have been placed under suspension from services.
The two suspended personnel were Doukhochung Toudang and Thangkhuleng Langchen.
Ibobi further informed the house that two more persons, S Shantikumar of Singjamei Noarem Leikai and L Sanathoi of Keibung Oinam Leikai who were arrested following disclosure made by the two suspended personnel have been detained under NSA and are in the judicial custody.
Chief minister further observed that many undergrounds residing among the common people are maintaining nexus with the security forces and causing problems in maintaining law and order.
As this group of people is not known to the common people, when security personnel killed them, people are raising voice alleging against stating that the man is innocent as they do not know what crime he has committed, he said.
During interrogation to the two suspended police commando personnel, they disclosed that Megha was picked up as suspected PLA member and at the time of handing over Megha to the police, the havildar of the Assam Rifles at Moreh also alleged him as cadre of PLA.
However, police are investigating on how a man picked up from Imphal was produced as nabbed from Moreh by the Assam Rifles, chief minister added.
After the investigation completed, those personnel involved in the case will come to know.
If Assam Rifles personnel are found involved in the case, punishment will be awarded to them accordingly, he assured the house.
