State Govt seeks suggestions on developing Imphal Smart City proposal

Imphal, November 28 2015 : The Government of Manipur and Imphal Municipal Corporation (IMC) have begun seeking needed support, cooperation and constructive suggestions from all in developing a good Imphal Smart City Proposal.

In a press meet held at the Old Secretariat, Imphal, Manipur Chief Secretary O Nabakishore said that Imphal is one of the 98 (ninety-eight) Indian cities selected for Smart Cities Mission.

These 98 cities were selected through a competition called City Challenge Stage-I wherein more than 5,000 Indian cities participated.

The Chief Secretary during the press meet stressed that Imphal has to compete in the City Challenge Stage-II in order to be one of the 20 cities to be selected during the current financial year.

"This is a crucial stage as each city is expected to come up with a Smart City Proposal incorporating two essential components", said O Nabakishore.

The first component includes a Pan-City Initiative/Feature.

Pan-City Development involves application of selected smart solutions to the existing city-wide infrastructure by using technology, information and data to bring about better service delivery.

It may in one of the following sectors � e-Governance, Waste Management, Water Management, Energy Management, Urban Mobility or any Other Field like Tele-Medicine, Tele-Education, Skill Development etc.

which should have a city-wide impact on the quality of life of the citizens.

The second component includes One Area Based Development.

The purpose of Smart Cities Mission is to drive economic growth and improve quality of life of the people by enabling local area development and harnessing technology.

With this objective, a specific portion of the city should be chosen for area based development so that it becomes a replicable role model within and outside the city, informed the Chief Secretary.

There are three options for area based development and the city must choose one of the following three models: 1.Retrofitting: Planning and developing in an existing built-up area to achieve Smart City objectives, along with other objectives, to make the existing area (city) more efficient and livable.

More than 250 acres (for North Eastern States) of existing built up area within the Municipal area is required for retrofitting.

.2Redevelopment: Replacement of an existing built-up area by dismantling and then co-creating and constructing a new layout with enhanced infrastructure using mixed land use and increased density.

Minimum area required for redevelopment is 25 acre (for North Eastern States) of existing built up area within the Municipal boundary.

.3Greenfield Development: To develop and introduce most of the Smart Solutions in a previously vacant area using innovative planning with provision for affordable housing.

Minimum area required for this model is 125 acres (for North Eastern States) within boundary of the Municipality or within the boundary the Urban Development Authority. The State Government and IMC are of the view that preparation of a good Smart City Proposal (Plan) can only be achieved with active support, co-operation, participation, involvement and suggestions of the citizens.

The State Government and the Corporation has also expressed the hope of eliciting the support, cooperation and constructive suggestions from all in developing a good Smart City Proposal.

The government said innovative ideas, valuable suggestions and constructive inputs may be sent to [email protected] or submitted to our official website www.imc.mn.gov.in/SmartCitySuggestions.

It has also been informed that there is also a separate booth/stall (Departmental Stall No-18/Imphal Municipal Corporation) in the Manipur Sangai Festival, Main Venue at Hatta Kangjeibung where valuable suggestions could be dropped in the drop box kept at the booth.

One lucky winner will be chosen everyday from amongst the suggestions/questionnaire and a gift item will be given to the winner, informed a Government note.
