TNCL flags "alarming irregularities" in PWD tender process in Ukhrul-Kamjong

Ukhrul, March 27 2026: The Tangkhul Naga Contractor Long (TNCL) has raised serious concerns over alleged irregularities in the functioning of the Public Works Department (PWD) in Ukhrul and Kamjong districts, terming the situation "extremely alarming" and detrimental to quality infrastructure development.

In a press release issued today, the association stated that established rules and procedures of the tender system are not being followed.

It further alleged that work orders have been issued in violation of standard operating procedures, with contractors reportedly accepting abnormally low rates - up to 36 percent below the approved estimated cost even for rigid pavement concrete works.

Describing the trend as both economically unviable and indicative of systemic failure, TNCL expressed apprehension over possible collusion between concerned engineers and subcontractors.

The association maintained that such drastically low rates make it practically impossible to maintain prescribed engineering standards and ensure durability of the works.

The TNCL also pointed out that the Executive Engineer of PWD, Ukhrul Division, on March 23 invited tenders for 18 packages without specifying the names of the concerned programmes, with limited period of seven days for preparation, submission and opening of bids, which the association claimed violates conventional practices and tender norms.

Calling the process inconvenient and embarrassing for the contractors, TNCL informed that it has submitted a memorandum to the Chief Minister, urging immediate intervention and a thorough inquiry into the matter in the interest of public welfare and transparency.
