393 infiltrators nabbed, one deported till date: CM

Imphal, February 24 2023: In order to prevent entry of illegal migrants from across the border, the state government has started construction of 34 police outposts with approval from the home ministry along Indo-Myanmar border, informed chief minister N Biren.

Responding to a question raised by Congress MLA K Ranjit during question hour of the assembly session on Thursday regarding entry of illegal migrants in the state from Myanmar, CM Biren said that all security forces have been put on alert along the border area and the state government is also taking up steps to conduct survey of every household located in the districts bordering Myanmar in addition to installing biometric machines.

Since January 1, 2012, a total of 393 illegal migrants (known cases) entered Manipur from across the border out of which 1 had been deported, 107 put under judicial custody, 105 in detention centres while 180 of them have been released.

There could also be more unknown cases, he added.

The chief minister further informed that a total of 210 Myanmarese nationals who entered the state illegally have been arrested since February 2022 .

However, there were no cadre of the Chin National army (CNA) based in Myanmar among the Myanmarese nationals arrested and there has also been no incidence of involvement of Manipuris in bringing them into the state.

He also informed that biometric system has been initiated in 5 districts of the state along with forming a committee to check Aadhaar in every household.

The initiative has already been started in some parts of Kamjong, Tengnoupal and Chandel.

Con struction of 34 of police outposts has been started, some even completed, along the 390 km long border belt, to prevent entry of illegal migrants from Myanmar.

On the question raised in connection with irrigation facilities in the state, N Biren, who also holds the portfolio of minor irrigation, said that the minor irrigation and the water resources departments have been providing water for irrigation purposes to 46,512 hectares of agricultural land in the state (21,090 hectares under the command area of minor irrigation department and 25,420 hectares under the command area of water resources department).

However, the state has not been able to provide water to 1,87,928 hectares of agricultural area.

To a poser raised by Congress MLA Th Lokeshwar regarding land registration, the chief minister, also in-charge of revenue, said that there is no prohibition in registering gift deed to family members.

However, the prohibition is applied only when the gift deed is to be made to any member of a family who has been married outside the state.

In addition, the approval of the administrative and executive committee is required for buying and selling of land among different communities, he said while adding that verification of whether the land buyer is a native of the state or not is done by the cabinet sub-committee as per provisions of Bengal Eastern Frontier Regulations 1873.However, the verification process is not based on community ground, he clarified.
