NPLFM adopts 4-point resolution; calls for unity of Naga factions

Imphal, December 10 2015: The first General Body Meeting (GBM) of the Naga Political Leaders Forum , Manipur (NPLFM) was held on Wednesday last at Tribal Research Institute (TRI), Imphal.

Those who attended the GBM include Convenor Soso Lorho; Co-Convenors BD Behring, Jangamlung Pamei; various former Naga ministers, former MLAs/MPs; former ADC Chairman, members, political leaders of various parties, tribe hoho leaders, tribe student leaders and civil society organisation leaders.

The meeting deliberated on the set agenda and the house unanimously adopted a four-point resolution.

The first resolution was based on the recently signed Naga Peace Accord between the Government of India and NSCN (IM) and the frame work agreement.

The NPLFM lauded both the Government of India and the NSNC (I-M) for signing of the "historic framework agreement" on the August 3 last after 18 years of protracted political negotiation between the two entities for ushering durable peace in the region.

NPLFM resolved to appeal to all Naga Political Groups to come and join the peaceful initiative to work out "a better future of the Naga people" .

The House also unanimously resolved to mobilize political awareness on the framework agreement in all the Naga Districts at the earliest and "reaffirmed trust and confidence" on the NSCN (IM) Collective Leadership with regard to deciding the political destiny of the Nagas.

The house urged the Government of India to expedite the process of bringing the framework agreement to its logical conclusion.

As part of the second resolution, NPLFM took serious note over the passing of the three bills and two "Anti-Naga Resolutions" by the Manipur Legislative Assembly on August 31 last.

The forum pointed out that Protection of Manipur People Bill, 2015; Manipur Land Revenue and Reform (Seventh Amendment) Bill, 2015 and Manipur Shops and Establishments (Second Amendment) Bill, 2015 had "serious procedural lapses" while they were being passed as the same were not referred to the Hill Area Committee (HAC) before introducing them in the House.

"Hence the Bills are devoid of the voice of the tribal as per the Constitutional provisions", said the resolution.

The forum also decided to support the tribal people's protest against those three bills and two resolutions.

The house also paid homage to the "tribal martyrs" and condemned the "discriminatory and inhumane act of the state forces" besides noting the "indifferent attitude" of the state government towards the chaotic situation in Churachandpur.

The forum decided to urge the Government of India not to give assent to the bills but intervene by way of promulgating President's Rule under Article 356 of the Constitution of India in order to save the lives and properties of the innocent people.

s part of its 3rd resolution, the NPLFM unanimously concluded that the Naga/Tribal MLAs of the 10th Manipur Legislative Assembly had failed to safeguard the rights of the Naga/tribal people when three bills and two "anti Naga resolutions" were passed in the Assembly.

The forum stated that the Naga/Tribal MLAs in defending their rights should resign from the membership of Manipur Legislative Assembly.

The NPLFM in its fourth resolution, appealed for unity of Naga Political factions and parties.

The forum appealed all factions to "come in one accord and strengthen the bond towards the final solution of the Naga Political issues as presently envisaged" .

The first GBM of the forum ended with the declaration of resolutions by BD Behring, Co-Convenor who also moderated the meeting and sought the assent of the house.

The meeting concluded with a benediction by S Kamei.
