Vigilance Report: Dismissal of 5 lady cops, 1 primary teacher recommended

Imphal, February 26 2014 : The State Vigilance Commission has recommended dismissal of five lady Sub-Inspectors of Manipur Police and one primary teacher for using fake sports certificates and documents at the time of appointment.

The recommendations were mentioned in the annual report of State Vigilance Commission for the year 2013 which was tabled by Deputy Chief Minister Gaikhangam at the ongoing 7th Session of 10th Manipur Legislative Assembly today.

According to the report, , five women namely Chanuleima Pangeijam, Th Rosie Devi, Aruna Laishram, N Memtu Devi and Regina Begum were appointed as Sub-Inspectors of Manipur Police on the reserved seats of meritorious sportsperson in 2010.However, on investigation by the Commission, the sports certificates of Chanuleima and Memtu were found not recognized by Sports Authority of India (SAI) while the sports certificates of Rosie, Aruna and Regina turned out to be fake.

Subsequently, the Commission has recommended to the Administrative Department to dismiss the 5 lady Sub-Inspectors from their services along with filing criminal cases against them.

Another primary teacher identified as Md Jahiruddin, s/o (late) Md Jalaluddin of Mayang Imphal Bengoon was also found to have joined the service under die-in-harness scheme by using a fake convey letter in 2000 .

He too has been recommended by the Vigilance Commission for dismissal from the service.

On the other hand, the Commission has recommended major penalty against 14 officials for awarding sanction orders in violation of Finance Department's ban order on encashment of bills.

The erring officials have been identified as retired Director of Agriculture L Palendro, Rice Breeder O Ibomcha, DAO/Thoubal P Angouba, DAO/Bishnupur N Binabon, former DAO/Tamenglong S Nabakumar, DAO/Ukhrul Luis Ngasainao, Treasury Officer/Imphal Y Ishwachandra, Treasury Officer/Lamphel L Badal Kumar, STO/Moirang Ksh Imokanta, SDO/Thoubal Y Rajen, retired STO/Kakching L Ibomcha, SDO/Tamenglong TK Simte, Finance Officer/ ADC Ukhrul K Ngazaklei and ATO/Ukhrul AS Wontimla.

The Commission has recommended recovery of Rs.26,04,133 from the indicted officers excluding TO/Imphal Badal Kumar and STO/Moirang Ksh Imokanta under Manipur Public Servant's Personal Liability Act, 2006 .

The Vigilance Commission has also found malpractices in the case of procurement of ductile iron pipes from M/S Baba Strip & Tube Limited, Kolkata by PHE Department.

Consequently, it has been recommended that the procurement/purchase of stores be made as per General Financial Rules, 1963 .

Also, the Vigilance Commission has recommended the Administrative Department to recover a sum of Rs.2.81 lakh and Rs.5.68 lakh respectively from LDC of DRDA/Churachandpur LC Tluangi and Inspector (Mech) G Athui.

Tluangi had fraudulently withdrawn a sum of Rs.2.81 lakh from UBI, Churachandpur by forging the signature of DRDA/Churachandpur while Athui failed to deposit the license fee of 3045 driving licenses amounting to Rs.5,68,650 which he had collected while serving as i/c DTO/Ukhrul.
