Even IAS officers do not know the value of time

Imphal, October 20 2011: When it comes to the question whether one recognizes the value of time in this society, the answer, definitely will be no.Hardly any function in the state start off at the exact time as scheduled, except those functions attended by the Governor.

The interaction programme among the Booth Level Officer(BLOs) of Imphal East District and the Electoral Rolls Observer of Imphal East, KK Chhetry which was supposed to start at 10 am in the office of the District Election Officer Imphal East began two and half hours later at 12:30 pm today.

Since the programme was scheduled to begin at 10 am, many of the Booth Level officers from near and far off places gathered at the place before the scheduled time.

But since the Electoral Rolls Observer did not arrive on time, the BLOs waited for him.

Among those who waited for the Electoral Rolls Observer, a number of media persons also were on the list.

As the clock struck 11:30 some of the BLOs began to lose patience and started grumbling among themselves.

Some of them even left the meeting place disgusted.

Finally, the Electoral Rolls Observer, KK Chhetry arrived at 12:30 and started the interaction.

Interestingly there were none in the group who dare to speak up against the late arrival of the Observer and unnecessary wasting of precious time.

It is worth mentioning that in almost all the programmes conducted either by the state government, Ministers or any organization, no programme ever starts on schedule.

The media persons who have got various other programmes to cover for the day are made to wait for hours.

AIDS consultative workshop held: A one-day district level consultative meeting on National AIDS Control Programme (NACP), Phase-IV was held at the Indoor Stadium of Senapati district headquarters today.

Organised under the aegis of District AIDS Prevention and Control Unit, Senapati in collaboration with Organising Committee on NACP-IV (Manipur), the inaugural function of the consultative meeting was attended by Deputy Commissioner of Senapati district PK Jha as Chief Guest and Chief Medical Officer of Senapati district Dr Simpson Sareo as President of the function.

Speaking at the occasion, PK Jha observed that detection of over 30,000 positive cases of HIV in Manipur which has a total population of about 27 lakhs people is very alarming.

To minimize the problem of HIV/AIDS in Manipur, collective effort among the NGOs, public leaders and Government officials is essential.

It may be noted here that till August 31, 2010, 36,372 positive cases of HIV have been detected in Manipur, while in Senapati district alone, 1,428 positive cases have been reported till June 31, 2011 .

District AIDS Control Officer, Senapati district Dr H Loli, other district level officers and representatives of NGOs and public leaders were present during the consultative meeting.
