DESAM to complain to PM, HRD Min

Democratic Students' Alliance of Manipur (DESAM) is set to submit a memorandum to the Prime Minister and Union HRD Minister demanding investigation by a fact finding committee regarding alleged misconduct, corruption, favouritism and nepotism of Manipur University Vice-Chancellor Prof H Nandakumar Sarma.
Speaking at a press conference held at their Keishampat head office, DESAM advisor LC Santosh said that a memorandum mentioning all the malpractices of the VC would be sent to the Prime Minister and Union HRD Minister tomorrow.
He alleged that Prof Sarma did not abide by the recruitment guidelines at the time of appointment of K Jibankumar as the Finance Officer of the varsity.
LC Santosh said that as per the eligibility criteria mentioned in the advertisement issued on October 22, 2014, it is mandatory for the candidates to possess 15 years of administrative experience of which 8 years shall be as Deputy Registrar or an equivalent post.
However, Jibankumar has only around 5 years of experience as the Deputy Registrar or an equivalent post at the time of his application for the post, he said.
Prior to joining Manipur University as the Finance Officer, Jibankumar worked as the Assistant Research Officer in the grade pay of Rs 4300 in the State Planning Department and this grade pay is much lower than the prescribed criteria of Rs 7000 grade pay necessary for counting of 15 years of administrative experience.
On the other hand, the VC has also wrongfully given the charge of Dean of students welfare to N Mohilal on October 16, 2015, LC Santosh alleged.
This order has violated Ordinance B-1 of Clause 3 of Manipur University Act 2005, he said.
The VC has the right to make temporary appointment of an eligible candidate when the post of Dean is vacant.
However, a regular Dean can be appointed by the Executive Council of the University alone, he said.
LC Santosh further alleged that appointment of Prof Sh Dorendrajit as the Director of Internal Quality Assurance Cell (IQAC) on September 29, 2015 was a clear case of favouritism.
As such, DESAM would urge the Union HRD Minister to investigate all these malpractices, he said.
LC Santosh further said that they would also request the Minister to give forced leave to Prof Sarma during the investigation.
Stringent action must be taken against the VC if he is found guilty, he said.
