Imphal, May 31 2012:
The finalization of seniority list if the employees under Education Department which has been pending for the last 31 years is all set to be completed and declared by June 13 next.
According to an official source, a provisional seniority list will be declared on June 3.After the provisional list was declared, a seven days' time will be given for looking into all types of complaints and suggestions from the public before declaring the final seniority list by June 13 next.
The source revealed that due to the inability of Education Department to declare its seniority list for the last 31 years, there has been problem over promotion of its staffs.
As a consequence, most Primary, Junior High School and High School have also been functioning without a regular Headmaster for the last many years.
In the absence of regular Headmasters, the works are being assigned to in-charges.
Moreover, payment of pension to retired in-charge Headmasters has become a big issue as fallout of delayed in finalization of seniority list.
Further, the source informed that Computerised Personal Information System (CPIS) is expected to be completed by June 10 and the process to stall disbursal of monthly salaries to employees whose names have not been registered under this system is underway.
The source disclosed that during the process of finalizing CPI, a number of loopholes were detected including cancellation of the posts of teachers who have retired discrepancies in the number of staffs whose services were verified in 2005 and the number of pensioners.
There is also apprehension over increasing the number of Hindi Primary Teachers, Primary Teachers and Graduate teachers inadvertently, as the posts of the teachers on maternity leave and those who have been transferred have also been found included in vacant list of teachers.
Since the required numbers of teachers have been recruited accordingly and in case the number of recruited teachers turns out to be above the required number, then there would again be problem when the CPIS is completed, the source noted.
To monitor rampant increase in the number of private schools in the state, the affiliation of unrecognised private schools to government schools will be banned.
Though the exact number of unrecognized private schools, whose students are appearing for the matric exam from other recognized private schools and government schools, is still not known, yet there are enough evidences that to prove that a number of schools are functioning under such arrangement, the source added.
