Houses passes Lokayukta Bill

The Manipur Legislative Assembly today passed the Manipur Lokayukta Bill 2014 without any debate.
Soon after the afternoon session started at 2.10 pm, Speaker Th Lokeshore took up the day's third agenda The Manipur Lokayukta Bill 2014 and House leader Chief Minister O Ibobi moved the Bill.
As no members stood up to comment or initiate a debate on the Bill, the Speaker after a few minutes of introducing the Bill, took opinions of all the Members and the Bill was passed without any hassles.
Then the House passed the Manipur Land Revenue and Land Reforms (Sixth Amendment) Bill 2014 .
Yet, ruling Congress MLA L Nandakumar observed that it would not be right to put up hindrances on the path of urbanization as it is time for rapid urbanizaton.
Introducing the Bill, Revenue Minister Th Debendra said that the Bill was aimed checking conversion of agricultural land into residential and non-residential areas.
In case any land owner wishes to convert his/her agricultural land into residential area, he/she should pay Rs 25 per sq metre to the Government.
If the agricultural land is transformed into non-residential area, the owner should pay Rs 100 per sq metre as and when the Bill is passed.
NCP MLA L Ibomcha expressed his support for the Bill.
The House also gave its consent to implement the Transplantation of Human Organs (Amendment) Act 2011 in addition to passing the Manipur Public Service Commission (Additional Functions) Bill 2014 and Manipur Municipalities (Seventh Amendment) Bill 2014 .
Members gave different observations while discussing these Bills.
