Round up of DC offices : Pathetic at CCpur : Sweet and sour at Ukhrul

Ukhrul, September 22 2013: After shifting more than 26 departments of the District to the Mini secretariat office complex Ukhrul, vistors and officials now find much convenience with the physical environ within the premises though without full satisfaction.

The Ukhrul District Mini Secretariat complex have four building blocks� two transits quarters blocks, security barrack, auditorium and DRDA Training hall.

The office complex was inaugurated in May 2011 by P Chidambaram, the incumbent Union Finance Minister.

However, the officials working in the Mini Secretariat have grumbled over the construction of the toilet as the quality has been compromised.

Maintaining the lavatory or the toilet has now become a problem.

After going round the building blocks of the Mini Secretariat complex, it was seen that the ATM booth installed since 2/3 years back is still not operational or functioning.

Leakage of water is visible in some of the rooms at the Eastern and Western blocks, the CIC, Veterinary and DIC offices while the concrete slab of some has begun cracking.

Like in other parts of the State, the constant power failure at the office complex is a serious chronic problem and affecting the efficacy of the employees.

The DC Block is equipped with solar power, but power deficiency is felt during the monsoon season due to unfavourable weather condition.

The boundary on the eastern side of the complex has to be fenced immediately as encroachers are constantly troubling them and slowly making their way into the compound.

The shortage of subordinate officers in the various departments needs to be considered at the earliest possible for smooth administrative functioning.

Departments like Revenue or General Administration have no SDC, Superintendent and Accountant.

The SDC Blocks of Sanakeithel and Sahamphung exist only for name sake.

DC office, CCpur in dilapidated state : The 27-year-old structure that houses the office of Deputy Commissioner here is now in a dilapidated state, becoming the first official victim of Cyclone Mahasen that weakened before unleashing its full force here, reports our correspondent.

With the district mini-secretariat still far from completion, the present structure that houses the district administration will have to withstand at least two more cycle of the seasons to the least.

Cracks on the walls and seepages and leakages on the concrete slabs are visible at multiple locations.

Besides, a recent installation of solar panel by MANIREDA on the top floor over and above the ongoing concrete wedge that was laid over the existing roof to ward-off the seepages are sure to plant an additional weight on the structure, though it is for the experts to determine whether it has the capacity to withstand the weight in case of any slightest seismic activities.

An official overseeing the ongoing repairs said once they complete doubling concrete wedge over the DC's chamber they will have to continue similar exercises on other portions of the building that do not have tin roofing on the top, implying that all the concrete roofs were in need of repair.

Some months back, the cement plaster atop a computer room on the first floor have also cave-in as well.

Besides the existing office complex lacks sanitary facilities for its visitors.

The two storey building has toilet facilities for both the sexes in all the three floors, used mainly by the staff, but there were no such facilities for commoners outside of the building.

In fact there were many citizens that throng the campus any other day seeking a wide rages of certificate and other documents and they often seek the bushes outside the concrete walls or any isolated corners to attend the call of nature.

As for the canteen facilities, there is nothing that is worth its name.

Two small hotels that still use firewood serve the entire establishment with tea and a couple of other snacks.

Of course there is a 'Pan dukan,' and another mobile 'dhaba' that stays permanently on a corner that serves omelette and tea.

The present structure that also often serves as a strong room of EVMs during elections seems to be overcrowded as well.

The Emergency Operation Centre set up for disaster and natural calamities was utilized as office spaces by the ever growing DRDA staff.

TAMENGLONG: Although necessary civil works in the construction of Mini Secretariat at Tamenglong has been completed, the complex has been devoid of water connection.

The Deputy Commissioner is still attending office at the old building.

JIRIBAM: The ADC main office building and staff quarters that were inaugurated on February 7, 2013 at Jiribam Chingdong Leikai, constructed at the cost of Rs 11.01 crore, have gathered dust and rust as the same remained idle thus far.

Although departments like ICDS, Settlement, Employment Exchange and BDO office were said to be housed at the building, shifting to the new building could not be materialised till date as electrification is due.

Besides crumbling of some windows and doors, water started leaking at some of the rooms of the new ADC building.

The building is manned by Personnel of 7 IRB.

The old ADC building was inaugurated on May 5, 2005 .

CHANDEL: Construction of the new Mini Secretariat at Chandel headquarters is expected to be completed by October this year.

The new Mini Secretariat is provided electric and water connection.

BISHNUPUR: Like in other districts, construction of new Mini Secretariat is undergoing in Bishnupur district.

IMPHAL EAST: Even as construction of new Mini Secretariat building in Imphal East has been completed, the building is taken over by JNIMS.

The DC continues functioning from the old building.

Thoubal: District level offices have already moved the newly constructed mini secretariat.

The district administration is working to open an ATM booth and install CCTV cameras at the mini secretariat.

Senapati: The DC office as well as offices of some other departments have shifted to the mini secretariat.

However, roads inside the mini secretariat complex are yet to be paved.

The district administration is working to open an ATN booth inside the complex.

Imphal West: For Imphal West, the DC office is located at Lamphelpat and sometimes the office is run at Babupara.

Though the DC office building at Lamphelpt is big, there is no toilet for visitors.
