Imphal, November 20 2014: Three police personnel and seven students sustained minor injuries when students' agitation demanding implementation of ILPS in the State turned violent in Imphal East district today.

The incident happened at around 12.30 pm when students of Ananda Singh Higher Secondary Academy took out a rally towards Manipur Sangai Festival venue at Hapta Kangjeibung demanding implementation of ILPS in the State.

When the students were about to reach Nongmeibung crossing, a police team led by Porompat police station OC Chandrakumar blocked the students and asked them to return to their school.

However, even as the police team managed to push back majority of the students towards their school campus, some students broke the police barricade and proceeded further.

As they were again blocked by the police team, the students sat on the middle of the road and blocked traffic for some time.

However, they were later forced to move back towards their school campus.

Even as the students were escorted to their school by the police team, another group of students rained stones on the police from the school campus.

In the melee, three police personnel and two reporters were hit by stones.

Later, police fired several tear gas shells on the school campus to control the agitating students.

Seven students, who received minor injuries and fainted in the police action, were hospitalised.

Normal traffic movement was disturbed and most of the shops remained shut during the agitation.

IG (Law and Order) Clay Khongsai, who happened to pass the area, had to take another route due to the agitation.

Later, police brought the situation under control at around 1.30 pm.

However, a large number of police personnel was deployed at the gate of the school till late evening to prevent a similar flare-up.

Meanwhile the committee on ILPS of all political parties will submit a draft of its recommendations for implementation of ILPS or a similar law to check migrants influx in the State to the Govt within December 10 .

This was decided during a meeting held by the Committee on ILPS of all political parties with Joint Committee on ILPS at the Chief Minister's Secretariat today.

The meeting was presided by CM O Ibobi.

Addressing a press meet after the meeting at JCILPS office at Nongmeibung, co-convenor of JCILPS, Arjun Pukhrambam said that the finer details of the inputs given by experts engaged by the Committee on ILPS and models of other States compiled by the Committee regarding ILP or similar law implementation in the State were deeply deliberated during the marathon meeting today.

The meeting began from around 11.30 am and went on till dusk.

The meeting decided that the Committee on ILPS submit a final draft of its recommendation to the Govt within Dec 10, Arjun said.

It also decided that a Bill, based on the recommendations of the Committee be introduced in the Winter session of the Assembly after due consultations with legal and Constitutional experts.

The Bill would be introduced in the Assembly to pave the way for passing it into an Act, he said.

At the same time, expressing regret over the incident that occurred at Keishampat between the agitating students and police yesterday, the meeting also decided that efforts should be given to prevent the recurrence of such incidents in the future.

Saying that the JCILPS would wait till Dec 10, Arjun said that survey and verification drive of migrants would be continued as usual.
