In a significant development, Manipur Human Rights Commission (MHRC) has decided to file petitions before the Gauhati High Court, Imphal Bench against the State Government for its failure to give compensations to victims in whose favor the rights panel have ruled in five different cases.
Commission sources said that the petitions would be filed very soon by evoking Under Section 18 of the Protection of Human Rights Act.
The Commission took the stand to move the High Court as the State Government has till date failed to pay compensation to victims in whose favor the rights panel ruled them in five different cases.
The five cases include awarding of Rs 3 lakhs to the next of kins of one police constable, M Joykumar who died after falling from a rickety bridge at Thoubal district and another Rs 1 lakh as compensation to one Sapam Samugou of Naransena who has been physically handicapped after he was allegedly tortured brutally by the police at Moirang Police Station.
These two cases would be handled by senior advocate A Nilamani in favor of the Commission, the source informed.
The third case relates to the death of one ex-militant-turned policeman identified as Sharat who was killed after joining the force.
The rights panel have recommended paying of Rs 1 lakh to the wife of the deceased in this case.
The fourth case pertains to the bashing up of a rickshaw driver by a police officer resulting in hand fracture of the 'daily bread earner'.
The rights panel after admitting the case, had recommended the State Government to compensate Rs 10,000 to the rickshaw puller.
In this case, it may be noted here that the Government had already informed the Commission that there is no such provision to compensate anyone who got injured due to police action.
The last case relates to alleged assault of three non-Manipuri women and one man by the personnel of NAB.
On this case, the Commission recommended the Government to pay Rs 10,000 each to the three women and Rs 5000 to the man.
