AR 'possesses' land in Khuga area

Imphal, July 05 2013 : Close on the heels of the controversy surrounding possession of land by the Assam Rifles at near Moreh, the para-military force has reportedly bagged a 150 acre plot in Matalok village, which is close to Khuga Dam.

Apart from the land possession issues in both Moreh and Khuga Dam areas not having the approval of the State Government the Assam Rifles is said to have violated guidelines of the Union Ministry of Home Affairs.

In both the cases the land procurement deals were signed with individual parties.

Matalok is located about 5 kilometres south of Churachandpur town.

As per Ministry guidelines possession of land by Central para-military forces should have the consent of the State Government concerned and not procured through individuals.

The said land should first be possessed by the State Government even if the AR wants to use it.

It is also said that the Government of Manipur realised about the possession of land at Matalok after the 39 AR applied to the Revenue Department for land transfer inspite of the fact that land possession deal with an individual was struck 26 years ago.

The AR unit reportedly purchased the said land from one Hengchingsong in 1986 at Rs 17.25 lakhs and had the approval of the then Churachandpur Sub Registrar in the land deal.

The said plot of land was covered during the 1963 survey and possessed by the Government.

In connection with the issue the Revenue Department had been awaiting a final decision by the State Cabinet on whether or not the land would be transferred to the Assam Rifles.

An informed source revealed that despite the controversial take-over of the land without the Government's consent, development works are already underway at Matalok where the 27 Sector headquarters currently based in Tuiboung area of Churachandpur would be shifted.

Further disclosing that other Assam Rifles units have also applied for land registration/transfer after land possession deals were signed with individuals, the source said Government of Manipur would be apprising the issue to the Union Home Ministry.

It may be recalled that two Settlement officials have been placed under suspension for their involvement in alloting the 150 acres opf land at Kondong Lairembi near Moreh town to the Assam Rifles.
