Students' cash incentives of more than Rs 3 crores missing!!!

A sum of more than Rs.3 crore, which is meant for giving cash incentives to students who scored high marks in the HSLC and Higher Secondary Examinations conducted by Board of Secondary Education Manipur (BSEM) and Council of Higher Secondary Education Manipur (COHSEM) respectively, has been withdrawn from the accounts of State Government, but the amount is reportedly missing unable to reach at the hands students of the meritorious students.
According to a reliable source, in the year 2009, the State Government took a decision to award cash incentives of Rs.3000 each to those students who score 60 to 75 percent marks in HSLC and Higher Secondary Examinations while Rs.5000 each to those who score above 75 percent marks.
Subsequently, the Government started giving out the cash incentives through the Principals/Headmasters of the schools concerned from 2009 onwards.
However, in the following years, the deserving students have been asked to submit their bank account numbers for transfer of the cash incentive.
The meritorious students, who were supposed to be given cash incentives in the year 2011, 2012 and 2013, have not received the incentive amount till date.
Notably, on March 31, 2012, the then Principal Secretary of Education (S) Dr J Suresh Babu passed an order to accord administrative approval and expenditure sanction to an amount of Rs.1,73,62,000 for payment of cash incentive awards to 13471 meritorious students of Class X and XII who scored 60 percent marks in BSEM and CHSEM Examinations of 2011 subject to condition that the cash incentives would be transferred to the bank accounts of the students concerned.
Out of the total amount, a sum of Rs.97,40,000 was to be disbursed by DDO (Valley) while Rs.76,22,000 by DDO (Hills) .
Despite such Government orders, the cash incentives have not been transferred to the students' bank accounts.
Many parents and students have drawn the attention of Education Minister towards this issue and urge him to take up appropriate action to trace the missing money.
