Imphal, September 29, 2009: The People Vigilance Forum, Tamei Kandra while observing that developmental works in the Tamei Sub-division of Tamenglong district are not properly taken up, strongly charged non-utilization of the funds released by authority concerns in proper ways.

The forum charged the authorities after inspecting constructions of marketing shed at Tamei, Langmai High School, Diet Centre and Training Centre in the sub-division yesterday with a group of reporters from Imphal.

During inspection, chairman of the People Vigilance Forum, Adabou Abonmei said, the new market shed at Tamei sub-divisional headquarters was constructed to replace an earlier market shed there with a sanctioned amount of Rs 15.12 lakh from the Backward Region Grant Fund (BRGF).

A major portion of the fund has been withdrawn but the construction works had been stopped without completion, he said.

He further alleged contractor, Keibandi Panmin handling the work withdrawn the funds before completion of the work.

Another amount of Rs 30 lakh has been sanctioned for the construction of marketing shed.

This fund would not be allowed to withdraw.

Authority is repeatedly sanctioning for the construction of the market shed, he alleged adding that the forum will not allow further utilization of fund in the same project.

He also demanded that the latest sanctioned amount Rs 30 lakh should be utilized in other developmental works.

There also gulf of different to improvement works taken up at the Langmei High School with that of funds released for the same under Special Plan Assistance (SPA).

An amount of Rs 1 crore from the SPA-2007-8 was sanctioned for improving the school.

No work also properly taken up with the construction of two residential quarter for the science graduate teachers which an amount of Rs 10 lakh under SPA.

Over Rs 6 crore released for taking up measures to combat with fallout food scarcity after bamboo flowering in the sub-division.

But only 10.20 percent of the fund reached to the bamboo flowering affected areas.

The amount, Rs 6 crore, which was handed over to the DC as cheque by the state chief minister for onward distribution to villagers through the DRDA but DC handed over the amount to the authorities of agriculture and horticulture.

The fund did not reach to the affected people Keibandi said expressing doubt of reaching fund amounting to Rs 70 lakh each to be released to each district of the state for taking up relief measures after the draught this year.

He also appealed concerns to hand over the funds to a committee which village leaders as members for reaching relief materials to the affected villagers.

Funds released under NREGS, MP funds and BRGS have also been diverted in the construction of a Guest House at Tamei.

Observing that the act has violated the rules and norms of the schemes, he urged concern finance department to look into the matter.

The People Vigilance Committee also drew the attention of the authority concern to solve unavailability of drinking water in Tamei and its adjoining villages as they are still facing the problem of drinking water even after a water supply scheme in the area was inaugurated by state PHED minister around six month back.
