Jawaharlal Nehru Institute of Medical Sciences (JNIMS), the pride of Manipur Government is in trouble water as it remain paralysed with no patients providing medical care service as the JNIMS community - the Teacher's Association, Train Nurses Association and the Association of non-teaching staffs stand tough with their demand and refuse to withdraw the mass resignation submitted day before yesterday.
Emergency patients as well as the normal patients amidst the 2nd wave of COID-19 Pandemic face the most difficult time as they have to go to either at RIMS or private hospital.
For the poor who hope of getting free treatment through the CMHT card , they were left with no choice, as the CMHT card have no meaning while going to private hospital.
The JNIMS community began the agitation without affecting the health service to patient since March 20 by staging protest and later by taking decision to cease all academic activities 4 days after their agitation.
The Community later took decision for mass resignation on April 8 .
The JNIMS Community have been demanding implementation of the 7th Pay ROP with notional effect from Jan 1, 2016 .
However, the community demanded implementation of the 7th pay ROP with effect from April 1, 2019 and payment of ash in salary from Jan 1, 2020 .
Hours before the Teachers' Association of JNIMS tendered mass resignation, a six member team of the JNIMS community as invited by the Chief Minister to talk about the matter.
Health advisor MLA S Ranjan, Chief Secretary Rajeshkumar and others were present.
Source said that the Chief Minister considered the demand of the JNIMS community as genuine however, due to fund constrain the Chief Minister reportedly directed the Chief Secretary and the Health Secretary to discuss over the issue.
However, as the Chief Secretary had suddenly fallen to an illness the meeting has been postponed.
Later, after the JNIMS community had submitted their mass resignation, a virtual meeting was conducted.
When everything was nearly agreed, the government side represented by the Chief Secretary refused to implement the 7 pay ROP with notional effect from Jan 1, 2016 .
This angered the JNIMS community and convened a general body meeting today morning starting from 10 am today.
The meeting discussed in dept and almost all community opposed the idea of the government saying that that will amount to lost of at least Rs 15000/- per month from each staff.
The government intention to pay arrear in two installment when it often said that there is no sufficient money is irrelevant.
A source form the JNIMS community said that some of the senior doctors even discussed of donating the arrear for COVID-19 fund but they cannot degrade the status of the JNIMS community.
A doctor when contacted with the Imphal Times said that it is not about the increase of salary for greed but for prestige of being in the profession.
When all others staff of the same status at state health Department had enjoyed 7th Pay ROP why shouldn't the Doctors at JNIMS should not get the same facilities, the doctor said.
