Reacting to 'stripping of security cover' for MLA of 44-ST Ukhrul A/C Samuel Risom, All Tribal Lawyers' Association, Manipur has asserted that it is the sovereign duty of the MLA to visit his home constituency and there is no one to take away his freedom of movement without any valid order from a competent authority.
In a statement, Advisor of the Association Advocate R Daniel contended that it would have been a different case, if MLA Samuel Risom was proceeding to Churachandpur, Chandel or Tamenglong during the bandh called by UNC but he was only going to his home Constituency daring the bandh, which is laudable.
Moreover, the State is duty bound to furnish a copy of the order in respect of withdrawal of security guards before the departure of the MLA.
But the State miserably failed.
So, to the surprise of all, Lamlai police forcibly withdrew the security guards and detained the MLA for about 40 minutes in the name of the UNC bandh as if the MLA and his team were supporting the bandh, thus leaving the MLA to his own risk by depriving his security.
