MAHUD defunct, admits Ibobi

Imphal, June 13 2013: Chief Minister O Ibobi today admitted on the floor of the State Assembly that Manipur Housing and Urban Development (MAHUD) Department is no longer functioning.

The rising number of slaughter houses, all the mess created by horses and cattle on roads and road medians are indication that MAHUD Department has become totally defunct.

Imphal Municipality is also doing any cleansing work.

There are two/three garbage pits at Kwakeithel which is within the jurisdiction of Imphal Municipality.

Even as IMC has provided with around 20 brand new vehicles, the council has been discharging its duty of cleaning Imphal.

Being a road leading to airport, central leaders are passing by the garbage pits every day.

"Those already engaged may collect their salary till the period of retirement but they may not cleanse the city", Ibobi stated.

Clarifying to a query raised by opposition Members, Ibobi stated cleansing work for markets located within IMC areas and those located a little distance away has been outsourced to private parties.

IMC should not raise any objection in this regard, Ibobi stated.

The Government would look into the possibility of nominating ward development committee members/nominees recommended by MLAs.

At the same time, efforts are on to upgrade Nagar Panchayats into Municipal Councils at a time.

For management of two Manipur Bhavans of Delhi, the Government would consider to entrust the task to other parties.

Preparations have been completed to take a plot of 2.5 acres on 30 years' lease for construction of a Manipur Bhavan at Bangalore.

The State Government is also searching for a suitable plot at Mumbai too, Ibobi informed the House.

With installation of necessary furniture, Manipur Guwahati Bhavan would be inaugurated soon.

Opposition Members I Ibohalbi, L Ibomcha, Th Shyamkumar, P Brojen and Joykishan took part in the demand discussion by raising cut motions.

Ibohalbi sought attention of the House to build Manipur Bhavans at Bangalore and Mumbai and inaugurate the Manipur Guwahati Bhavan at the earliest.

He also urged the Government to open separate cells for ST, SC and other minorities.

After due discussion, the cut motions raised by opposition Members were withdrawn and after which seven demands were passed.

The seven demands which were passed today were Demand No 1 for State legislature (Rs 39,92,04,000), Demand No 2 for Council of Ministers (Rs 6,01,73,000), Demand No 3 for Secretariat (72,29,85,000), Demand No 12 for Municipal administration, housing and urban development (Rs 363,18,91,000), Demand No 27 for election (Rs 7,89,62,000) and demand no 30 for Planning (Rs 614,17,24,000) .
