Pfoze adopts village under SAGY

Imphal, April 26 2023: Kumram Ngaprum village in Phungyar Assembly Constituency of Kamjong district has been adopted under Saansad Adarsh Gram Yojana (SAGY) .

Kumram Ngaprum, some 15 kilometres South-East of Phungyar sub-divisional Headquarters was adopted by Outer Manipur Parliamentary Constituency MP Dr Lorho S Pfoze yesterday in a programme held at the village.

The Saansad Adarsh Gram Yojana or SAGY is a rural development scheme launched by Prime Minister Narendra Modi on October 11, 2014 .

SAGY aims at achieving holistic development of identified Gram Panchayats or villages to substantially improve the standard of living and quality of life of all sections of the population through improved basic amenities, enhanced human development, better livelihood opportunities, reduced disparities, access to rights and entitlements, wider social mobilization and enriched social capital.

For Kumram Ngaprum village to become a model village, a development plan to improve eight sectors will be adopted.

The first step is to motivate, transform and develop the minds of the people, bring about social and cultural development.

The scheme places equal stress on nurturing values of national pride, patriotism, community spirit, self-confidence and on developing infrastructure.

To develop Kumram Ngaprum village as a model village, MP Dr Lorho S Pfoze said the most basic and the first requirement for developing a model village is for the citizens to become model citizens themselves.

The people must have a positive attitude and the village should have good sanitation systems and maintain good health and hygiene.

Also, all children should have access to education, he said.

"The mindset that development would come from the Government alone is wrong.

People need to co-operate with the Government for development to become a reality.

There will be development when people put their hearts and minds into things they want to improve and work hard on them," he said.

Besides the efforts of the people, developing the village into a model village requires the help and support of the MLA, district administration and all line departments of the Government, he said.

He also appealed to the people of the region to conserve the environment and stand against poppy cultivation.

Phungyar AC MLA K Leishiyo, who was also present at the programme, said Kumram Ngaprum village once had no good infrastructure.

But, now it has improved road connectivity, good electricity and water supply.

And, now, there is also a plan for transforming it into a model village.

Lauding MP Lorho S Pfoze for adopting the village, K Leishiyo said developing a model village begins with people.

The people of the village should be disciplined, hospitable and have good nature.

Even if all the amenities are provided but if they are not maintained properly, there will be no development.

Kamjong, about 2,400 sq km has 146 villages with a total population of about 50,000 only.

Urbanising the district will be a mammoth task because it is sparsely populated.

Kamjong lacks various infrastructure and even when there is a bank, people are not opening accounts.

Moreover, the people do not want to reside in the district, he said.

Development will follow after people learn to love their homes and their villages.

Demanding 10 teachers for 10 students in a school is not practical, he added.

Proposing development of a special economic zone (SEZ) in the region with the collective efforts of all the villages and the Government, K Leishiyo said such a zone will help bring development and business opportunities to the people.

Such a zone may attract many educational institutions like medical and engineering colleges to come up in the region.

The 38 kilometres stretch from Phaikot to Taret Lok has valley portion and it is being developed with a plan to make it a smart city in the future.

Effort is also on to open an Integrated Check Post (ICP) there, he said.

The programme organised by Kamjong district administration and Kumram Ngaprum village was also attended by the district Deputy Commissioner Rangnamei Rang Peter, District Level Officers and members of the village authority.

As a part of the program, the dignitaries planted trees and unveiled a plaque.

Cultural dances and entertainment programmes were also showcased.

On the sidelines of the function, the dignitaries also inaugurated the new building of Kumram Primary School.
