CEO seeks co-operation from public

Chief Electoral Officer Vivek Kumar Dewangan has urged the political parties, civil society organisations and voters to extend co-operation in rectifying the errors of the electoral rolls to ensure free and fair State Assembly election.
He was speaking at the special summary revision of electoral rolls 2017 held with the members of different political parties, CSOs and students' organizations at Old Secretariat today.
VK Dewangan said that the Election Commission of India had recently instructed the CEO's office to extend the date for revision of electoral rolls for two weeks.
He also said that filing of claims and objections can now be done till October 21 while reading of relevant part/ section of photo electoral rolls in Gram Shaba/local bodies and RWA meeting etc and verification of names would be held on September 24 and October 2 .
Special campaign dates with booth level agents of political parties for receiving claims and objection had already been done on September 11 and the same would be carried out on September 25 and October 3 as well while disposal of claims and objections by the EROs through ERMS would be held on November 4, he said.
Updating the database, merging of the photographs, updating the control tables and preparation and printing of photo electoral rolls would be done on November 11 and the final publication of electoral rolls would done on January 2 next year, VK Dewangan said.
He also said that total number of electors in the draft electoral rolls is 1807843 out of which 887963 are males and 919880 are females.
VK Dewangan said that elector population ratio (EP ratio) is 54.70 as compared to projected EP ratio of 64.11 as per age cohort analysis.
The gender ratio in the draft electoral roll is 1036 as compared to 987 as per 2011 census.
As measures to find out the gap in gender ratio, the State Election Department has generated report of female electors above the age of 30 years and who are still staying with their parents.
Booth level officers would visit door to door to verify whether the married female electors are enrolled both in the polling stations of her parents and her husband.
He also urged all the stakeholders to identify the details of 'absent', 'shifted' and 'dead' electors.
He also urged to identify the electors who are enrolled in more than once in the electoral rolls, errors in particulars of electors, contact details of electors, eligible persons who are not yet enrolled in the electoral rolls and married female electors who are enrolled both in the electoral rolls of the polling station of her parents and husband.
Dewangan also requested to all the citizens who are going to be over 18 years of age on January 1, 2017 to come forward and get enrolled in the electoral roll.
He also said that the general public/electors and representatives of political parties may inspect/verify the draft electoral rolls at the offices of the EROs/AEROs and all the designated location polling stations including rural and urban bodies from September 7 to October 21 .
He also said a strong 10-member ECI team would visit the State on September 20 and 21 .
The team would met with political parties, Nodal Officers, Taxation, Chief Secretary, DGP, Additional Secretary (Home) and Additional Secretary (Finance), Excise Department officers, SPs, DCs, District Election Officers, IGPs and Range Police officers and the media.
Regarding the question raised by some political parties regarding transfer of the new DC of Imphal West, Dewangan said that he would discuss the matter with the authority concerned and try to resolve it during the visit of the ECI team.
