KCP reshuffles GAC, expands politburo

Imphal, July 05 2015 : The chairman of the Kangleipak Communist Party, Ibungo Ngangom has announced the expansion of the politburo standing committee and reshuffle of the general administrative council of the outfit during the 2nd bi-annual conference of the outfit's leadership held on July 4 through Skype.

In a statement issued to the press today, the outfit said that a number of key issues were discussed and important decisions taken.

The politburo standing committee has been expanded by including six other heads of department of the general administrative council.

The politburo standing committee consists of; Ibungo Ngangom (Chairman), Amumacha Mangang (Deputy Chairman), Thoiba Meetei (Senior Member), Wangba Angomcha (Senior Member), Angousana Moi-rangcha (Senior Member), James Paomei (Member), Sanatombi Chanu Lourembam (Member), Moramba Meetei (Member),Tomthin Mangang (Member), Sanatomba (Member), Wangthoi (Member) .

Following the expansion of the politburo standing committee, the general administrative council of the outfit has also been reshuffled as Ibungo Ngangom (Secretary-in-Chief, also heading Foreign Affairs Department, Fund-raising Department and Central Intelligence Wing), Amumacha Mangang (Deputy Secretary-in-Chief), Wangba Angomcha (Secretary, Public Affairs Department), Angousana Moirangcha ( Secretary, Finance & Budgetary Affairs Department), Sanatombi Chanu (Secretary, Information & Public Relations Department), James Paomei (previously Secretary, Public Affairs Department, he will now be Central Liaison Officer, Intra- Departmental Liaison Centre), Thoiba Meetei (previously Secretary, Finance & Budgetary Affairs Department, he will now be Auditor-in-Chief, Audit Commission), Sanatomba Khumancha (previously Commander, Bir Tikendrajit Cadre, i.e.Special Contingency Response Wing, he is now Commander, Paona Cadre, i.e.Jungle Guerrilla Warfare Wing), Moramba Meetei (previously Commander, Paona Cadre, i.e.Jungle Guerrilla Warfare Wing, he is now Commander, Thangal Cadre, i.e.Urban Guerrilla Warfare Wing), Tomthin Mangang (previously Commander, Thangal Cadre, i.e.Urban Guerrilla Warfare Wing, he is now Commander, Bir Tikendrajit Cadre, i.e.Special Contingency Response Wing), Wangthoi ( previously Chief Intelligence Officer, Central Intelligence Wing, he is now Secretary, Capitalistic Concerns Regulation and Taxation Cell), announced the outfit.

Some of the other important decisions taken were, the party to endeavour to become a member of the Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA) so that they can cooperate with other communist parties of the sub-continent in the common endeavour to promote and establish communism not only in Asia but also in the rest of the world.

The party will also cooperate with the Communist Party of India (Maoist) on a bilateral basis not only because they have a common enemy but also because the two parties strive for the establishment of communism through the scientific socialism of Karl Marx.

The other important decisions taken were to address the issue of factionalism and reunite all the factions of the Kangleipak Communist Party through sacrifice and compromise.

In connection with this endeavour, the KCP also appealed to all other major parties like the UNLF, PLA and KYKL to play a constructive and sincere role in the process of bringing all real factions of the KCP together and to stop promoting only a particular faction.

Well, other parties should not judge the factions of the Kangleipak Communist Party by the age of their leaders but only by the ideas, capabilities and action of their leaders.

The outfit will urgently launch a drive to restrain the growth of Victorian-era capitalist tendencies in Kangleipak, particularly in the medical sector, which has been seized upon by many capitalist and profit-driven doctors, who have all compromised their professional ethics.

Indeed, the KCP will aim to clean the medical sector of Kangleipak as effectively as the KYKL has managed to clean the education sector through its Operation New Kangleipak, added the statement.

From the next academic year, the party will impose a complete ban on all school, college and university books containing any unscientific topics that are meant to promote India or Indian leaders or any others aspects of India.

The party shall also try to introduce a chapter on how Kangleipak was 'annexed' by the Union of India under the guise of the so-called Manipur Merger Agreement in the books of each class from the sixth standard to the 10+2.Chairman Ibungo Ngangom will edit the book, said the statement.

KCP will focus on formulating a unique guerrilla warfare methodology as the conventional guerrilla warfare techniques have proven to be not effective enough.

KCP cannot afford to depend on bullets only in the 21st century, said the statement and added that this is the age when the scientific community has managed to unearth the God particle by colliding atoms in an underground research laboratory in Europe.

The party has also come to the conclusion that we the Government of India cannot be defeated by military means only, hence the need to not only think but also act out of the box.

Towards this a cyber wing of the party has been formed which will be under the direct control of Ibungo Ngangom.

The purpose of this wing is not only to gather relevant information from the cyberspace, vet and analyze it but also to spread information and educate the international community about the struggle and the party, the statement said further.

Moreover, the cyber wing will try to identify the cyber vulnerabilities of the enemy so that the party can try to attack it in the virtual environment as well.

But the party will not do anything in the cyberspace that can negatively affect the life of the common people.

Touching on other aspects, the statement said that KCP will restructure its intelligence apparatus in order that it can operate more effectively and efficiently.

In the next budget of the party, the intelligence wing will be allocated the highest share.

Though the KCP is a small organization, the leaders of this small party, appreciate the importance of a competent intelligence wing.

The need to assess, analyze and correctly understand how the enemy thinks, what it is planning to do in a particular period of time, how it will react to certain activities on our part and so was stressed.

KCP will not hesitate to share intelligence with other parties in a mutually beneficial manner.

Even today, the enemy is under the impression that the capabilities to intercept live mobile calls and to track mobile phones and other communication devices belong to it only.

But the KCP will soon demonstrate how terribly mistaken it is! Until recently, Android and iOS phones needed to be "jailbroken" or softly modified if some monitoring software is to be installed and deeply embedded into them.

But with the identification of a couple of loopholes in the operating systems of mobile phones and arrival of new wonderful tools, the remote installation of software for monitoring mobile devices has become a reality today, provided that target devices have access to the Internet.

So from now on two can play at that game, though scale is the only thing that the enemy can beat us, added the outfit.

There is also a new development in the realm of mobile technology in the form of a cheap but highly effective Huawei-compatible voice encryption software that will enable them to secure their voice calls even if enemy agencies are monitoring the voice calls off the air.

"Moreover, we are acquiring something that has the capacity to nullify the extraordinary power of Indian armed forces to carry out fake encounters of our arrested cadres.

Now all our cadres operating in the valley will be equipped with these affordable devices that will keep on recording (audio and visual) their movements and automatically upload the recordings onto our secret cloud accounts.

So if they are caught alive and killed in fake encounters, we will be able to expose the culprits with undeniable evidence.

But the success of our intelligence operations also depends largely on the cooperation of other groups," added the outfit.

On finance, the statement said that the party will start, with effect from this year, levying an annual tax on foreign (Indian) mobile service providers for using the radio spectrum within the territory of Kangleipak.

If any service provider fails to pay this tax, their operations in Kangleipak shall be banned/interrupted through destruction of their infrastructure like mobile towers, warned the outfit.

Moreover, from now on the erection of mobile towers will be regulated through the following orders, said KCP.

The orders are :
(a) The erection of mobile towers in a particular area shall be carried out with the approval of at least 75 per cent of households living within a radius of 150 metres of the proposed spot.

(b) No mobile towers shall be erected within a 200-metre radius of any educational institute having a least 80 students.

The party has also formulated an annual tax regime for all major capitalist profit-oriented concerns and organisations.

The main features of the tax regime are as follows : (a) All profit-oriented companies, firms and organisations having net capital assets worth five million rupees or above shall be liable to pay a capital tax of 2 per cent of their net value of capital assets.

(b) All profit-oriented companies, firms and organisations shall be liable to pay an annual profit tax of 3 per cent of their profit for those earning a net profit between 3 and 4.9 million rupees, 4 per cent for those earning a net profit between 5 and 7.49 million rupees, 5 per cent for those earning a net profit between 7.5 and 9.9 million rupees, and 6 per cent for those earning a net profit of 10 million rupees or above.

(c) All profit-oriented companies, firms and organisations dealing with indigenous products and earning a net profit below 10 million rupees shall be exempt from all tax liabilities.

But for those earning a net profit of above 10 million rupees shall be liable to an annual profit tax of 2 per cent of their net earnings.

(d) If any company, firm or organisation is found to be making false profit declaration, they shall be banned from further operation and their owners shall be subjected to punishment, including death sentence.

(e) All profit-oriented companies, firms and organisations shall declare their annual profits to the Capitalistic Concerns Regulation and Taxation Cell of the Finance & Budgetary Affairs Department of the Kangleipak Communist Party through emails that must be encrypted using the public key of the party's email ID ([email protected]), which is available at MIT PGP Public Key Server.
