Imphal, November 23 2009:
Following extension of its period, the 13th Finance Commission would now be submitting its report to the Ministry of Finance on December 31 .
Earlier, the report of the Commission was due to be submitted on October 31 last.
According to information received from the State Finance Department, the report of the Commission to be submitted on December 31 would be first analysed by the Ministry of Finance before being tabled for discussion by the Union Cabinet.
Only after the approval of the Union Cabinet, the fund allocation of the States would be finalised.
What would be the allocation of the State in the 13th Finance Commission may be known February 15 next year, source said.
So, until the passing of the report of the 13th Finance Commission by the Union Cabinet, nothing is certain about the pay revision of the State Government, the source added.
It may noted here that the State Government has proposed to the 13th Finance Commission for extension of 6th Central Pay scale to its employees.
In accordance to the estimate of the State Finance Commission, the Government would be requiring around Rs 600 crores annually if the benefit of the 6th Pay is to be extended to its employees.
However, in the proposed amount of Rs 600 crores, there is no provision for payment of arrears to the employees.
