Imphal, January 14: The same association remained a mute spectator when Lukhoi was promoted to the post of General Manager by violating the established promotion rule after Court had rejected similar plea for promotion.

The association broke its silence only when it comes to affairs of the Board.

Such attitude of the association representatives only shows that they have been working in their own interests.

The Board Chairman further asked whether the association had done anything for those employees victimised by violation of rules and regulations.

"Had the association taken up any measure for the employees and their families victimised by Lukhoi and his unlawful activities? Is this association only for the moneyed, powerful and rowdy persons?" asked Chandrasekhar.

Since the day Lukhoi returned to his post, the bank has gone into total disarray.

Taking serious note of the bank's paralysing condition, four innocent members of the suspended Board together with a like-minded new member, submitted a memorandum to the current Corporation Minister.

After studying the memorandum in detail for about two months, the Minister observed major discrepancies in the existing Board of Administrators and also took notice of the dysfunctional situation prevailing in the bank under the General Manager.

Subsequently, the Minister issued an order on September 26, 2007 to form a five member adhoc Board of Administrators with a view to facilitate early constitution of an elected Board, informed Chandrasekhar.

No corrupt or unfair means was resorted to in forming the Board.

The board was formed with the objective to save the bank and to facilitate early election of Board members, he clarified.

With the installation of this Board of Administrators, the bank started functioning properly.

But, suddenly, general secretary of the employees' association RK Tikensana filed a case in the High Court on September 27 last year following which the Government order has been stayed till date.

The employees' association has been accusing the present board that its members are guilty members of the former suspended Board, explained Chandrasekhar.

But he asked whether the board members while working in the suspended Board earlier had done anything detrimental and against the welfare of the bank.

If they are being held guilty just for being members of the suspended Board, then many members of the employees' association are also equally guilty because many of them are under suspension for their involvement in bank forgery cases, contended the Chairman.

Accepting that he is related to the bank's Assistant General Manager N Nimai, Chandrasekhar clarified that there has been not a single instance of taking any sort of personal benefit through N Nimai.

Observing that there are many members of the same family working together in the IUCB, Chandrasekhar remarked that the issue has nothing to do with his relationship with the AGM.

Hailing the effort of the proscribed RPF to clean up the bank with the objective to save it, the Board Chairman conveyed gratitude to the outfit for the detailed investigation RPF made into shady dealings of the bank and also for awarding retirement to K Lukhoi who continued in service for about two more years by changing his date of birth illegally.

Chandrasekhar, on behalf of the new Board members, also appreciated the RPF's decision to make Lukhoi pay back the amount he withdrew from the bank as salaries during his extended period of service.

He further exuded confidence that the imbroglio paralysing the bank will be resolved by 50 per cent with this corrective initiative of the outfit after two years of mess.

He further appealed to all social organisations to cooperate in keeping the only bank of the State clean and transparent.

Representing the new Board, Chandrasekhar also hailed the UNLF for its assurance to help the bank develop.

"As for myself, I didn't choose the post of Chairman in my personal interest but to help unemployed educated youths of the State through the bank.

I was motivated by my conviction to help unemployed youths bring Green Revolution in the State with assistance from the IUCB".

The Board Chairman further appealed to the UNLF to delve more into the issue and to establish the truths and facts.

Reiterating that he never resorted to any illegal or unfair means for his personal benefit, Chandrasekhar maintained that it has been his prayer to make the IUCB a clean and prosperous bank of Manipur.

"If anybody can assure that the bank will be made flourishing, I've no reservation to give up the post of Chairman", he stated.

"Let's establish the facts and falsehoods and make the bank a stable one.

Let the IUCB prosper", appeal the Board Chairman to all truth-seeking organisations.
