Imphal, June 03 2018:
Hectic negotiations have been going on between the IOCL authorities, All Manipur IOCL Retail Outlet Dealers Association and the All Manipur Petroleum Product Transporters Association on the demand to take necessary steps within seven days so that there is no hindrance in lifting POL by retail outlet dealer transporters.
Notably, the All Manipur IOCL Retail Outlet Dealers Association served an ultimatum to the Chief Depot Manager of Malom Depot to take up necessary steps within seven days so that there is no hindrance in lifting POL by retail outlet dealer transporters.
Now five days have passed since the ultimatum was served.
The All Manipur IOCL Retail Outlet Dealers Association also made it clear that they would shut all their ROs from June 6 if their demand is not fulfilled within the deadline.
Malom Depot's Chief Depot Manager Mephun Maring told The Sangai Express that the demand of All Manipur IOCL Retail Outlet Dealers Association is likely to be resolved.
A meeting was held with the All Manipur IOCL Retail Outlet Dealers Association on Friday followed by another meeting with the All Manipur Petroleum Product Transporters Association yesterday.
One representative of the All Manipur Petroleum Product Transporters Association while admitting that they held a meeting with the Chief Depot Manager yesterday, said that loaded TTs are unloaded at the Malom depot in queue on first come, first serve basis.
As for the TTs of retail outlet dealers earmarked by the IOCL in 2013, they should unload fuel at their own oil pumps.
As such, these earmarked TTs can go to their respective oil pumps directly from loading points located outside the State.
However, TTs which were not earmarked should be treated as general transporters.
For TTs of retail outlets encompassed by the Expression of Interest (EOI) of 2017, transportation rate which would be finalised after the tender process initiated in 2017 for general transporters should be applied.
However, the same process has not been finalised yet.
TTs of retail outlet dealers encompassed by the EOI of 2016 are given transportation charge equal to the transportation charge given to TTs earmarked by IOCL in 2013 even though they should be given the rate which should fixed by the tender process initiated in 2017 and this rate is 25 per cent lower than the transportation charge currently applied, sources informed.
All these points were highlighted in detail during the meeting with the Chief Depot Manager, said the All Manipur Petroleum Product Transporters Association representative.
