High Court hears PIL on Manipur crisis

A Public Interest Litigation (PIL) has been filed with the High Court of Manipur asking it to issue a writ to enforce fundamental rights under Article 21 of the Constitution and protect the lives of the public.
The PIL was filed by RK Joysana of Moirangkhom Sougaijam Leirak and Y Mangi of Luwangshangbam Mayai Leikai against the State of Manipur represented by Chief Secretary, Commissioner/Secretary (Home) Government of Manipur, DGP Manipur Police, Security Advisor to Government of Manipur, SPs of 16 districts and the Union of India represented by Secretary Ministry of Home Affairs Government of India.
Filed under Article 226 of the Constitution, the PIL requested the Court to issue a writ and direct the respondents to perform their public duty and assert that they are legally obligated to protect the lives of the citizens as guaranteed by Article 21 of the Constitution without any undue delay to meet the ends of justice.
The PIL also sought the Court to issue a direction to the Government to institute a committee or entrust cases related to the Manipur crisis to the CBI, NIA.
Hearing the petition yesterday, a division bench of the High Court of Manipur comprising Chief Justice Siddharth Mridul and Justice Golmei Gaiphulshillu Kabui issued notice to State of Manipur and 20 other respondents, and directed them to file affidavits in reply within 4 days.
The Court fixed the next hearing on November 25 .
