Anomalies in RIMS Gr B, Gr C appointment ?

Imphal, February 26 2023: Many quarters have raised sus-picions of anomalies in recruitment to some Group B and Group C posts in Regional Institute of Medical Sciences (RIMS) .

Sources informed that the RIMS Administrative Officer in-charge issued an advertisement on June 18, 2022 for appointment of 10 Office Assistants.

According to the advertisement, the Office Assist- ants should be appointed on contract basis and their monthly salary should be Rs 20,250 .

After a typing speed test of all the applicants was held from July 26 to 28 last year, a list of 260 qualified candidates was published.

However, RIMS Deputy Director (Administration) issued a notice on February 8 this year declaring the typing speed test held last year for appointment of 10 Office Assistants as null and void on 'technical ground' .

The same notice informed that a fresh typing speed test and an interactive session would be held at RIMS examination hall on February 10 starting from 9 am onward.

The RIMS Deputy Director issued another notice on February 9 claiming that four other candidates in addition to the earlier list of 260 candidates were eligible for the typing speed test and interaction session scheduled on February 10, the sources said.

Questioning the logic and motive of adding four names to the list of 260 candidates which was already declared null and void, the sources expressed suspicion of committing foul play in appoin- ting the 10 Office Assistants.

Moreover, there is a directive of the Ministry of Health which prohibits contract appointment since 2015 .

Even though the 10 Office Assistants have been appointed, it is said that no approval was obtained from the Standing Finance Committee and the Executive Council.

If the report that no approval was obtained from the Standing Finance Committee and the Executive Council, the appointment of the 10 Office Assistants cannot be called lawful, said the sources.

There is also a similar suspicion of anomalies regarding the examination scheduled tomorrow (February 27) for appointment of some LDCs on regular basis.

After completion of due procedure, admit cards were issued to applicants and a trial speed tying test was held.

After a date had been already fixed for conducting a written test, RIMS authority issued a notice on May 9 last year whereby the scheduled written test was postponed.

The RIMS Deputy Director (Administration) issued a notice on February 17 this year informing that the written test for appointment of LDCs would be held on February 27 .

The same notice said that candidates who had not yet obtained admit cards may collect their admit cards from RIMS A-Block, Establishment Section by furnishing written applications and employment exchange enrolment numbers by February 24, said the sources.

Saying that all the candidates had been already given their admit cards, the sources claimed that opening an opportunity for candidates to obtain their admit cards anew created room for foul play.

On the other hand, the RIMS Deputy Director (Administration) issued another notice on February 20 whereby a written test scheduled on February 21 for appointment of some Group C posts was postponed.

Apart from citing 'administrative inconvenience' for postponing the written test, the notice said that due process was underway to fill up vacant Group B and Group C posts of RIMS on regular basis through Staff Selection Commission, All India Institute of Medical Sciences (AIIMS) etc and it invited views/comments from the public regarding the initiative.

The sources then asked as to why the written examination scheduled tomorrow for appointment of some LDCs is not postponed if seeking public views/comments was the reason behind postponement of the written test scheduled on February 21 for appointment of some Group C posts.

The sources further asked whether the post of LDC does not belong to Group C and Group B .
