Call attention motion in the Assembly ; Probe on into cannibalism report: Dy CM

Imphal, December 21 2015: After registration of a case, police have been investigation into the alleged act of cooking and serving the flesh of a cadre of KCP (Nando faction) by some cadres of KCP-MC (Lallumba faction) who were staying together at the Khabeishoi camp of 7 Manipur Rifles.

This was stated by Deputy Chief Minister Gaikhangam on the floor of the House today in response to a call attention motion raised by MLA Kh Joykishan.

Gaikhangam stated that a case has been registered based on the report at Heingang police station and the SDPO Porompat is investigating the case.

As such it would be premature to table a detailed report on the case in the State Assembly, he continued.

Raising the call attention motion, Joykishan remarked that the report about cannibalism was abhorring to the extreme.

Pointing out that Rousso alias Souso of KCP-MC (Lallumba faction) had revealed during police interrogation that the victim of cannibalism was brought to the MR camp after he was apprehended by troops of 24 AR, Joykishan asked if the Home Department has taken up any action in this regard.

Questioning the relationship shared between Indian military forces and militant groups which have signed suspension of operation pacts, the BJP MLA decried that many ex-militants who have come over ground after signing SoO pacts have been indulging in extortion activities openly.

With regard to the State Government's initiative to develop Imphal as a smart city, MLA I Ibohalbi raised a call attention motion seeking attention of the Chief Minister who is also in charge of MAHUD Department.

Responding to the call attention motion, Chief Minister O Ibobi stated that the State Government has submitted a report to the Government of India so that Imphal can make it to the list of 20 cities which would be developed as smart cities in the first phase.

The funding pattern for development of is smart cities is 50:50 which means the Centre would produce 50 per cent of the requisite funds while the remaining 50 per cent should be borne by the respective State Governments.

Given the State's limited resources, it is doubtful that the State Government can mobilize 50 per cent of the requisite funds, he added.

Due preparations have been made to commission the solid waste management plant of Lamdeng as and when Imphal is developed as a smart city.

There is also proposal to commission the first phase of the Imphal Sewerage Project by March next year.

Ibobi also assured that the Government would look into the possibility of devolving more powers to the Imphal Municipal Corporation.

The Government would also look into the possibility of naming different blocks as sectors where different communities can live together rather than reserving any block for a particular community as and when Imphal is developed as a smart city, Ibobi added.
