Imphal, July 31 2011: Violating the rules of seat reservation for undergoing MBBS/BDS course set under the Manipur MBBS/BDS Entrance Examination Rules, Government of Manipur, JNIMS authority has written to the Health Directorate to select only 83 students for undergoing MBBS course this year as against 85 seats available.

A reliable source informed that JNIMS authority sent the letter on the ground that JNIMS governing body has agreed to the new arrangement though it lacked Government's convey order.

Being a State-run medical college, Health Directorate has no authority without Government's convey order to select only 83 students when 85 seats are available.

As such, the Health Directorate has forwarded the same letter sent by JNIMS to Administrative Department of the State Government.

Though JNIMS has a total seat of 100, it is compulsory under a directive of the Supreme Court to set aside 15 per cent seats as central pool.

After setting aside 15 per cent, the remaining 85 seats should be allocated to students of the State under the Manipur MBBS/BDS Entrance Examination Rules.

However, a meeting of JNIMS governing body held on July 18 agreed on a new arrangement whereby 17 seats inclusive of the 15 per cent central pool would be reserved in the category 'Others' while the remaining 83 seats would be allocated to students of the State.

Of the 17 seats, 15 would be set aside as Central pool and the two would be reserved for children of JNIMS faculty.

Though the July 18 meeting agreed on this new arrangement, translation of the agreement into action requires convey order from the Govt after submitting minutes of the meeting.

Conveniently skipping this mandatory part of convey order, JNIMS authority wrote to the Health Directorate to select only 83 students on the ground that the new arrangement has been approved by its governing body.

Notably, the Supreme Court has already issued instructions to complete admission process by July 31 .

In the event of two seats kept aside for children of JNIMS faculty, two students who can make it to the merit list have to forgo the opportunity of undergoing MBBS/BDS course in JNIMS.

This has all the potential to throw up an ugly situation and the newly established medical institute may get itself entangled in a legal battle for reservation of two seats for children of faculty staff is a blatant violation of the established rules, said a source.

Such a situation may jeopardise career of four students, the two students left out because of the new arrangement and the two students who get admission in their place, added the source.
