Consensus and amendment: The rape of Sadar hills

'For as much as AK Antony loves unrest assured Amendment of Armed Forces Special Power Act, 1958, so is consensus by Okram Ibobi Singh'.

The newly inducted Union Defence Minister AK Antony at his debut appearance in Manipur at Kangla Fort on the 2nd December 2006 incisively and blatantly declared that the AFSPA will not be waived from the soil of Manipur. Even Dr Manmohan Singh, our Prime Minister has nothing to comment more about the dreadful law.

Both these two big bulls of New Delhi prescribed the word 'amendment' as the sole panacea for the said deleterious law. Every provision of this cruel law has serrated edges which could injures anybody who ever knows it. Could amendment blunt this sharp pointed law? The efficacy of this Amendment will be known when it is applied.

It seems the draconian law which is equipped with the licence to kill is more precious than the life of Irom Sharmila Chanu and Pebam Chittranjan Singh. Irom Sharmila Chanu has been abnegating her life since five years ago for the sake of her people of Manipur.

So, it is rightful to state that Sharmila and Chittranjan love and care most the people of Manipur. They are the true son and daughter of Manipur. If this poisonous law is scrapped due to the sole stir of Irom Sharmila Chanu, she will be called the salvator of Manipur.

As God detests sin, so is Sharmila against AFSPA. But unfortunately, on the fateful day of 2nd December 2006 at Kangla Fort, the scourge of her struggle and the aspiration of the people of Manipur was thrown into a chasm by AK Antony, a novice and demented politician.

Manipur was seethed due to the application of the double- edged-sword law in June 2004. Thence all NGOs and social organisations operating in the soil of Manipur fulminated the act with tooth and nail. Amendment, which nullified the legitimate demand for repealing the Draconian Law, of some provisions will never heal the wounded Manipur.

The law indeed is sharped for the civil bonafide denizens but is blunt for the targeted ultras/ outfits. All possible protests and strikes against the cursed and callous law have so far been launched. But Babupara has Imphal Municipal Area only in its ambit for eliminating the said Act while Lok Sabha is still turning her deaf ears towards the grievances of her people.

The conglomerated lup called Apunba Lup so now floundering in a sludge as the Govt of Manipur and India quashed and flouted their aspiration and demands. Being recently whettened, one can now prognosticate that the irrevocable double edged sword law will one day slice off the necks of many more youths in Manipur. It is nothing but a challenge for the Manipuris (the people of Manipur). New Delhi must know that Manipur is teemed with remnants of demonstrations and strikes against the Armed Forces Special Power Act.

The relentlessly turned down issue will surely be heated again. That heated issue and the authorised law against humanity may one day, sooner or later, kick up a stink to ablaze the state capital. Since New Delhi prescribed Amendment only as the sole panacea, it is crystal cleared that she considered the geographical area of Manipur more precious than its people.

Now swerving into the simmering issue of Sadar hills, the word consensus is used as a barricade by Okram Ibobi Singh as amendment was uttered by AK Antony. He flagrantly trumpeted the requisite of seeking consensus among different communities setting in Manipur. This repudiated the aspiration of the Sadar hillists.

The voice that knocks the doors of Babupara just for attaining a full fledged revenue district is now over 31 years old. It is so unfortunate to learn that the Congress-led SPF Govt of Manipur is unable to perceive and discern the exigency of carving a new district in Senapati in the line of administration. What stymied Sadar hills for attaining maturity? What is the greatest hurdle for Sadar hills?

More than enough price is already paid for it. The shameless Govt of Manipur is still trouncing the Sadar hillists san their inabilities and debacles. It's only for administration purpose that the three godforsaken subdivisions of Senapati collectively named Sadar Hills be upgraded to a full fledged Revenue District and nothing else. Why can't the Govt of Manipur discern and perceive this simple point?

The Imphal-Saikul road a distance of some 32 kms is the real index of Sadar hills being illy administered by the pompous concerned authorities. It simply meant Sadar Hills for Manipur not for Kukiland. They (the Sadar Hillists) unanimously stood firm and perpetrated their boisterous agitation to attain their ends in diverse forms, but uncared and unheard for.

She shed enough blood and tears for her conversation and upgradation. The failure of the State machinery to safeguard her people eventuated in the ebulition of armed rebellion from the 90's which later becomes a sore in their eyes. The dilly delaying tactics of the State Govt is not a boon for all.

It only eroded peace and tranquillity in the regions and elsewhere. Is it unjust and unlegi-timate for the Govt to cede to their demand? They are weeping and growling due to mala-dministration which is always accompanied by hollow and empty welfare and development facilities.

Sometimes they echoed their plights in the form of bandhs, economic blockades etc. But all these incurred a heavy loss for themselves only. The longer they agitate, the more they scalded themselves because the Govt of Manipur is equipped with Pharaoh's obdurate heart.

The life ruptured by the men in uniform while quelling the agitationists were painfully forlorned. The more they are despised the happy is the Congress led SPF Govt of Manipur headed by Okram Ibobi Singh.

The puppet State Govt in order to appease some communities sounded an unfortunate statement, 'Carving a new district on ethnic line is not a sane policy' after creating all other districts of the state in the same line or pattern.

If Ibobi Singh is a true patriot, he should have worked for the welfare of the Sadar hillists and issued a white paper to upgrade the ADC of Kangpokpi so as to absterge their own tears. Now, while Sadar Hills district Demand Committee (SHDDC) is floundering being dissipated, the Jiribam District Demand Committee is fastly and swiftly gaining momentum.

Giving a tender heart to Jiribamians and recalcitrant or callous heart to the Sadar Hillists may not be an act of justice at all. It's indeed impossible to pen in detail the plights of the people. They are rightful in demanding a full fledged revenue district as far as administration purpose is concerned. In fact, it is their long cherished dream.

Their latest movement for attaining their dream was quelled by the word 'consensus', should consensus be elicited from Senapati or Imphal? No, never it must be from Sadar hills itself. It only manifested that the non candous act of Congress-led SPF Govt of Manipur is instrumenting a step motherly treatment upon them.

They are dured from all corners to desist possessing the prerogative of partaking in the governance of the State. However, they too deserved to enjoy the blessings arising out of the creation of a new district. The sombre end of the Sadar Hillists may one day bring catastrophes to gobble all the expostulators.

As Sadar hills is striking an iron wall so is AFSPA. As she is bouncing back and fort so is AFSPA. These two impasses need mature handling. As Sadar hills has no room at Imphal so is AFSPA in New Delhi.

Let the State Govt be once again given the onus for settling these issues. The sooner it is solved, the better it will be. After all, let us not forlorn it as a stagnant water which only produced reek.

Let us not despised some sects and uphold others. Thence, peace and justice will dwelt into our land of jewel (Sana).
