Memorandum to the Honourable Chief Minister of Delhi, Smt. Sheila Dikshit,
Representing the Anguished Security of the lives of the North-Easterners in Delhi, the Capital of India,
Bracketing the Case of Attempted Rape and gruesome Murdered of Late Miss. Ramchanphi Hongray in Munirka,
on Saturday, the 24th of Oct. 2009 for being a mere Unprotected North-East Girl.


Madam,

While we learn to appeal the values of justice and equality, the conscience of India's democratic values shrink in our very face day to day. There are 90,000 to 1, 00,000 North- easterners in Delhi struggling to find career windows in the capital of India. These are students and home-makers devoid of opportunities back in the North East.

However, we are being treated in the national capital not just as mere "others" but further subjected to subhuman treatment, without respecting our socio-cultural and geo-political differences. And the worst, the law-keepers and the Delhi Police has never been the protector to these vulnerable sections of population.

Rather, they blamed the North-Easterners for being different, and shamelessly issued pamphlets of "Police Dik-Tats", for these unprotected people in the year 2007, (about how to dress, what to eat, where to go, when to sit).

However, without losing confidence to the institute of Nation-State, we the students from the North East in Delhi have been time and again sending representation to your office, registering our protest against Racial Profiling of Northeastern Students, Constant Harassment to our womenfolk, Unhelpful Service of the Delhi Police to the North Eastern Communities, and etc.

Madam, we would dearly invite your kind attention to ponder awhile again the democracy that India is investing all through these "Discrimination, Racial Profiling, Devaluing the Northeastern Cultures and Social Values, and Constant Abused to our Womenfolk."

It is now quite uncommon to find Northeasterners being harassed, molested, abused, raped or murdered on account of being racially different once in a week in the capital of India. But unsurprisingly, most of the cases we have reported and complained to different police stations at different intervals remained unregistered.

Only because, the state system has made higher the authority of the state, the higher the discrimination it mounts for the Northeasterners. But the question that constantly appeals to all the Northeasterners is "What made us Vulnerable or the Soft Target"? Is it because we are being racially different or is it because we are unprotected? And if the reason is that we are being racially different, the simple question that we ask Madam is that, what is the commotion about in Australia?

The Times of India, on 27th Oct. 2009 reported 50% of the molestation and harassment on women in Delhi involves girls from North East. And even more gruesome to the whole picture was that, the vulnerability of the Northeasterners in Delhi is that, in the early 2009, on April 17th, a minor of 6 years old girl from Jalukie, Nagaland was brutally raped, ripped her private parts and murdered at her home in Mahipalpur, New Delhi.

Followed by raped and brutal murdered of Ramchanphi Hongray (19) of Ukhrul, a Naga girl from Manipur, on 24th Oct. 2009 at her home in Munirka, New Delhi. Now, we wonder, the Delhi Police might even issue codes for the Northeasterners, "Don't Stay At Home".

The rapists and the murderers, to quote the DCP of Delhi police HDS Dhalliwal, "a maniac" or the press and medias "pervert" "mentally unstable", but the main question is, Are government and the Delhi Police really counting how many maniacs, perverts and mentally unstable in Delhi, looking for vulnerable victims? Such redundant attitude to the security of the Northeasterners does not only trivialize the issue but broods to major crime rates.

Chain of Incidents Happening In the Capital City

  1. On October 24, 2009, late. Ramchanphi Hongray, a 19 year-old Naga girl of Ukhrul district of Manipur was attempted rape and brutally murdered at her home in Munirka village, under Vasant Vihar Police Station.
  2. On October 23, 2009, another 21 year-old girl from Arunachal who is a Jamia Millia Islamia was molested again by a group of Government-run school boys in Bharat Nagar under New Friends Colony Police Station.
  3. On October 15, 2009, a Mao girl from Manipur was molested in Naraina when she was returning home from work.
  4. On October 11, 2009 a couple from Manipur, and girls and boys from North East were beaten up and harassed in Humayunpur, Safdarjung Enclave, New Delhi, by group of local goons and allegedly by the police.
  5. On September 21, 2009, a Moyon Naga girl from Manipur was molested after being beaten up blue and black by the neighbour in Munirka village, under the Vasant Vihar Police Station, New Delhi.
  6. On September 20, 2009, a Chiru Naga boy from Manipur was badly beaten up with iron rod by some local goons just because of verbal tussle at Out Lines, Delhi.
  7. On April 17, 2009, Gaipuiliu Gangmei 6 year-old Zeliangrong Naga of Jalukie, Nagaland, was raped and murdered by local goons at Mahipalpur, New Delhi.
  8. On December 30, 2008, an Assamese girl was raped in IT hub city in Gurgoan, Haryana.
  9. Two tenant girls from Churachandpur, Manipur were beaten up blue and black by the Landlord in Gurgaon, Haryana in 2008.
  10. Murdered of late Miss. Lucy in a Car in North Delhi has not been solved.
  11. In 2007, many women were molested at night during Tangkhul Katamnao Long, Delhi freshers' meet by those people who have come for police recruitment in and around Civil Lines Police Station. However, the case is still pending.
  12. On Dec. 25, 2005, an Internet Café Owner from Manipur was physically assaulted by locals in Gandhi Vihar just because he is from the North-east who runs well with his business.
On May 9 2005 a girl from Mizoram a student of Delhi University was abducted from Dhuala Kuan and raped on the moving car, subsequently, the students' organization and various civil bodies in Delhi requested the Delhi Police, but the response was to no avail.

The crime rate on the North East population has grown unabated. In many of the cases, northeasterners faced critical disadvantage due to unconcerned response from the police. Moreover, policemen tends to side with the locals in different cases and situation by refusing to register First Information Report.

Therefore, we, the Northeastern students representing various organizations from the region, took this protest to the street of Delhi, to register our protest for the callous behavior of the Delhi Police and the Central Government on the North-Eastern Population.

Hereby, we undersigned representing different organizations from the Northeast in one voice raised the following demands for immediate action.
  1. Capital Punishment to the accused of late Miss. Ramchanphi Hongray.
  2. Action against the Police Officer who said to the media that the accused, Pushpam Kumar Sinha, of late Miss. Hongray was a "pervert and maniac" before proper investigation was done. Such statement was simply to cover up the nature and intensity of gruesomeness and brutality of the murder.
  3. Justice to all victims of rape and murder cases pending in the courts and appropriate punishments to all the culprits of such crimes while compensation is extended to all kiths and kins of the victims.
  4. Exploitation and harassment of the tenants by the Landlords and apathy of the police to these problems need immediate attention of the Delhi Government. Rent Enactment Act need to be improvised and systematised to reduce the exploitations and harassment.
  5. The Delhi Police "Zero Tolerance Policy" made the police truly intolerant to the Northeast population, therefore, cases filed against Delhi Police personnel by the Students' Organisations from North East at different police stations may be immediately look into it, and take necessary steps as demanded on the complaints.
  6. Special Police Division and Control Room may be instituted under the capacity of Deputy Commissioner of Police (DCP), a person from the North East, with special leverage power in the entire jurisdiction to attend the problems and complaints involving North Eastern Population. The division may be facilitated with PCR Van and Mobikes, etc.
  7. Exclusive Delhi Police Recruitment may be facilitated for over 1,000 jobs for the North Easterners at the earliest. This will effectively help the North East Population and foreign nationals registering complaints for those who do not speak Hindi, as the majority of the present Delhi Police are ignorant about English language.
  8. Immediate publication of A White Paper on the First Information Report of various incidents which have happened in Delhi and NCR.
  9. Delhi Government should pursue for introduction of a New Law in the Indian Penal Code against Racial Discrimination. The recent incidents of racial attacks against the Northeasterners is a cause for concern because Delhi is hosting 2010 Commonwealth Games where many racial groups will participate including many Asian countries. In this regard, it is high time to ask if Delhi is prepared/equipped to host 2010 Commonwealth Games where blanket racial discrimination and violence is taking place against the Northeasterners in Delhi.
  10. Attention also may be invited in the Parliament for necessary discussion for dispensation of JUSTICE, EQUALITY and RIGHTS to the North Easterners without stereotypical biases and prejudices.
