Kayakalp scheme for public health facilities

Ministry of Health and Family Welfare Government of India is launching a National Initiative to give Awards to those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control.
In line with the introduction of the scheme which is titled Kayakalp, the State government was directed to initiate the scheme on June 2 from the joint secretary (policy) Ministry of Health and Family Welfare, GoI.
Okram Ibomcha, Director of Health Services and Mission Director National Health Mission addressing a press conference at the Directorate office Lamphelpat on Tuesday said that steps have been taken up to implement the scheme in the State.
He informed that the Best District hospital in the State will be awarded a sum of Rs 50 Lakhs annually.
Likewise best CHC / Sub District Hospital carry an award of Rs 15 lakhs.
Best PHC (24/7) from every district will be awarded Rs 2 lakhs.
The government health facility centres will be accessed by the State Level and District level quality assurance committee.
Besides peer assessment within different health facilities like one health centre accessing the cleanliness work of another health centre and giving marks will also be done, according to the director.
Altogether the test carries 500 marks and health centre that scores 70 but do not make it to the top lists will also be awarded consolation prizes for each category under the scheme he continued.
Consolation prize for District hospital amounts to a sum of Rs 3 lakhs, CHC/SDH Rs 1 Lakh, Primary Health Centres Rs 50,000.Of the total prizes in all categories 75 percent of the total prize money will go to the hospital management fund while 25 percent of the cash award will go into the hands of the staffs that are responsible for keeping the hospital clean, informed Okram Ibomcha.
The areas of assessment under the guidelines of the scheme are on Hospital Facility upkeep, Sanitation and Hygiene, Waste Management, Infection Control Hospital Support Services, Hygiene Promotion.
It is also informed that the health facility centre should constitute a cleanliness and infection control committee, instituted a mechanism of periodic internal assessment/peer assessment based on defined criteria, achieve at least 70 score in the criteria during the peer assessment process before applying for the award.
The director also informed that the fund for the annual awards will come from the centre through National Rural Health Mission.
It is also informed that the new scheme is an additional allocation for keeping hospitals and health facility clean.
