Imphal, September 18 2014:
Different organisations have insisted that the contractor who was in charge of building the mini dam at Wangjing Canteen Lampak must not continue further construction.
Instead, he must be blacklisted for building a low quality dam.
If the same contractor is given the responsibility to mend the dam then he must be held responsible for any untoward incident that occurs later, the organisations demanded.
Secretary of Wangjing Development Organisation, Chongtham Suranjoy during a press meet held at Manipur press club said that out of the estimated amount of Rs 4.98 crore meant for the project, Rs 3.54 crore had already been sanctioned.
The construction of the dam was initiated in November, 2011 by Minor Irrigation Department under Non-Lapsable Central Pool of Resources.
Since the dam construction started, All Wangjing Development Organisation and All Wangjing Loumee Lup have been requesting contractors to maintain quality in the mini dam construction procedure.
There has always been a quality issue since the beginning of the mini dam's construction.
The site wing of the dam cracked in April 2012.In the following year, in June-July, the main canal collapsed.
The condition worsened when the main canal was completely eroded by the river stream in April 2014.People and the organisations had repeatedly requested strict monitoring of the quality regarding the dam construction.
A written statement appealing to blacklist the contractor, build a beneficial dam, give finance statement and maintain quality as per DPR was also submitted to the Chief Minister, Parliamentary Secretary of the Ministry of Irrigation and other authorities concerned.
The dam was estimated to benefit over 5000 farmers under Wangjing circle.
With faith lost Suranjoy said, "We don't want the same contractor again.
Any untoward incident that happens when the same contractor resumes work, the Government and the contractor himself must stand responsible", Suranjoy added.
Suranjoy further extended a heartfelt gratitude to Wangjing Development Organisation and farmers of wangjing' for the visit by Parliamentary Secretary, K Meghachandra, MLA P Brojen, Chief Engineer and other officials on September 16.However, he added, the organisation would not accept the resolution passed.
